2 NVTA 30% and 70% Funding In January 2014 via Res. N , the BOCS approved the following projects as Northern Virginia Transportation Authority (NVTA) 30% funding priority projects at a current total of over $300M: Minnieville Road (start construction) Vint Hill Road (under design and part of Rt 28 contract – using proffers) Neabsco Mills (procuring design) Ball Ford Road Telegraph/Summit School Road University Boulevard Van Buren Road Wellington Road Projects funded through a combination of NVTA, Revenue Sharing (50% match required), and additional state and federal funds. 70% projects include Route 1, Route 28 and Route 15 The remaining projects to be part of future opportunities with 30% funding. Currently PWC is committed to allocate 50% of our 30% funding to our partners PRTC to help compensate for the current funding deficit. 3 Route 28 Phase I (Linton Hall Road to Vint Hill Road)
Brentsville Magisterial District Updates: The Contractor is currently working on rock excavation on Vint Hill Road. Paving on Route 28 is 40% complete. Paving on Vint Hill Road is 85% complete. Issues: Potential waterline tie-in is planned for late June 2016. Timeline: Revised project completion date is scheduled for September 2016. Completion in Top picture is Vint Hill Road, bottom is Route 28 widening. This project will widen the current two-lane undivided roadway in the section of Route 28 from Linton Hall Road to Fitzwater Drive to a four-lane Divided roadway which includes the relocation of Vint Hill Road. 4 Route 28 Phase II (Fitzwater Drive to Vint Hill Road)
Brentsville Magisterial District Updates: Final plans were submitted following a bridge structural review in early June 2016. RFQ will be advertised in Summer 2016. Utility relocations are ongoing. Issues: None Timeline: Construction is scheduled to end in January 2019. Part of umbrella Contract. 5 Route 28 Phase III (Vint Hill Road to Pennsylvania Avenue)
Brentsville Magisterial District Updates: Coordination meeting was held in April 2016 with the City of Manassas Geotech permit package was submitted in May 2016. Traffic counts study is scheduled for June 2016. Project to be bid with Vint Hill Road Extension and Route 28 Phase II Projects with the RFQ advertised in Summer 2016. Issues: None Timeline: Construction begins in Summer 2018. The proposed project involves the widening of Route 28 from Pennsylvania Avenue to Linton Hall Road. The proposed widening project spans approximately 1.5 Miles which will widen this section of Route 28 from a 4 lane undivided highway to a 6 lane divided highway, which will include a shared use trail and sidewalk. The funding requested in this application will cover construction. It’s important to note that modifications to the cost of construction may need to be made to include a potentially needed interchange in order to allow access to commercial activity along Route 28. 6 Vint Hill Road Extension (Schaeffer Lane to Sudley Manor Drive)
Brentsville Magisterial District Updates: VDOT comments received in May 2016. Citizen Information Meeting was held on May 11, The responses to resident comments and questions are posted on the Transportation website. City of Manassas preliminary waterline plan was received; design is ongoing (Mid-June completion). Issues: None Timeline: Construction completion is scheduled for Winter 2018. This project will widen Vint Hill Road from a two-lane undivided roadway to a four-lane divided roadway with curb and gutter and a shared use path. Funding through proffers. 7 Prince William County Route 28 Corridor Improvement Program (Design/Build Contract
Umbrella Contract Timeline: Advertise RFQ - Summer 2016 Advertise RFP - Early Fall 2016 Award Design/Build Contract - Late Fall 2016 Projected Completion Dates: - Route 28 Phase II: Winter 2018/2019 - Vint Hill Road Extended: Winter 2018/2019 - Route 28 Phase III: Summer 2020 Benefits: Estimated significant savings vs. bidding these as separate projects. 8 Purcell Road Coles Magisterial District Updates:
Retaining wall (RW-3) is complete. Storm pipe installation is ongoing. Verizon has completed all copper splicing. Fiber splicing will be completed by the end of June Issues: Washington Gas is having issues with rock excavation and water draining under the road. Timeline: Construction completion date is scheduled for Fall 2016. Coles Magisterial District Smaller projects. Central part of the county. This project involves the improvement and widening of a section of Purcell Road from the intersection with Route 234 to west of the Purcell Branch crossing near Vista Brooke Drive to include the construction of a realigned two-lane road, improvements at the intersection of Purcell Road and Route 234, and improving an existing sharp curve on Purcell Road.    Purcell Branch that feeds into the Occoquan River. 9 Logmill Road Improvements
Updates: Detour change occurred in March 2016. VDOT review is complete. Issues: None Timeline: Project is 3 months ahead of schedule. This will be the last update for this project. Gainesville Magisterial District Northern part of the county. This project involves reconstructing a portion of Logmill Road just west of Hickory Grove, beginning 1,200 feet west of Parnell Court and ending 200 feet east of Meander Creek Lane. The proposed project will increase the existing sight distance by improving the vertical geometry of the roadway, meeting AASHTO standards. 10 Prince William Parkway- Phase II
Neabsco and Occoquan Magisterial District Updates: Preconstruction meeting was held in May 2016. The contractor started clearing operations in May 2016. Detour for turn lane and pedestrian traffic tentatively set up for the end of July 2016. Issues: Utility relocation Timeline: Final paving scheduled for October 2016. Next few project are in the central/eastern part of the county. Add through lane on Parkway eastbound as you cross Minnieville Road. 11 Route 1 – Featherstone to Mary’s Way
Updates: Citizen Information Meeting was held on March 23, 2016. Cultural Resources draft report was received in May 2016. Concept Storm Water Management/ Best Management Facility design is ongoing. Preparation of Phase II EIS is ongoing; NEPA document coordination is ongoing. Final Traffic Report preparation is ongoing. Design Wavier requests were submitted to VDOT and are under review. Issues: Utility relocation cost, which include undergrounding or use of duct banks. Timeline: Construction completion is planned for April Woodbridge Magisterial District Cost for the improvements to Route 1 to 96.4 million. Cost increases are due mostly to Right-of-Way and necessary changes in design, which is about 35% complete. Prince William County is requesting the $ million, as part of the NVTA 2017 program, to close that gap. Once this happens the county will have 100% funding for the project and can proceed with completing project design and can soon begin the construction phase. Project Overview Project is funded by a combination of State, Federal, and Local funds through the Northern Virginia Transportation Authority (NVTA). Current project estimate is $96.4 million. Administered by the Prince William County Department of Transportation. Widening of Route 1 from a 4-Lane Undivided Roadway to a 6-Lane Divided Roadway. Project Length approximately 1.3 miles. Safety, Drainage, Signals, Pedestrian Improvements. Undergrounding of Utilities. Design Speed of 45 mph; Posted Speed 35 mph. Re-Alignment of Bel Air Rd. and Village Dr. Stormwater Management Ponds (4 ponds). Traffic Signals at Featherstone Rd., Rosedale Ct., Bel Air Rd./Village Dr., Prince William Pkwy./E. Longview Dr., and Marys Way/Mt. Pleasant Dr. Pedestrian and Bicycle Facilities. Wide Outside Lanes for bicycles (15’). 10’ Shared Use Path (West side of Route 1). 5’ Sidewalk (East side of Route 1) Utility Relocation and Undergrounding. Project Schedule Summer 2016 – Public Hearing. Fall 2016 – Finalize Design. Fall 2016 – Initiate Right-of-Way (Total Acquisitions). Spring 2017 – Initiate Right-of-Way (Partial Acquisitions). 13 Route 1 - Neabsco Mills Road to Featherstone Road
Woodbridge Magisterial District Updates: Final inspection for signals, ponds, and guardrail was completed in May 2016. The project was completed on time and all lanes are open. Contractor is currently working on punch list items. Issues: The Contractor intends to file a claim for unpaid work. Timeline: Final completion date of all Phases – June 2016. Ribbon cutting event is scheduled for June 21, 2016. This will be the last update for this project. Funded mostly with local bond funds. 18 Route 234/ Route 1 Turn Lane Modification
Woodbridge Magisterial District Updates: Required full depth of pavement construction at Old Stage Coach has been completed. Milling operations on Route 1 northbound and 2 lanes on Route 234; and Route 1 southbound lanes are complete. All sidewalks and curb and gutter construction are complete. Guardrail installation completed and slope stabilization is ongoing. Issues: None Timeline: Construction completion date is May J Just opened last week. North bound on Route 1, Separate dual left turn onto 234. Relieve a major traffic congestion issue during afternoon rush hour. 22 Traffic Safety Projects
Current Projects Dumfries Road Shared Use Path Extension-this project will design and construct a 10 foot wide asphalt shared use path from Country Club Drive to 240-feet south of Exeter Drive along the west side of Route 234/ Dumfries Road. (Potomac). Project being overseen by the Capital Projects Division. Meetings with design consultant and NPS done. Currently coordinating MOU between agencies. Dumfries Road Southbound Dual Lefts at Hoadly Road- this project will expand the existing single left turn lane on Dumfries Road onto Hoadly Road into dual left lanes. (Coles). Design proposal was received and contract negotiations are ongoing. Southampton Street Pedestrian Improvements-this project will design and construct 620 feet of standard concrete sidewalk on the east side of Southampton Street from the Potomac Woods Senior Housing Community to Montgomery Avenue. (Woodbridge). Design proposal was received and contract negotiations are ongoing. Blackburn Road Parking and Pedestrian Improvements-this project will construct a 100 vehicle commuter parking lot at the intersection of Rippon Boulevard and Blackburn Road. (Woodbridge). Design proposal received and under review. Blackburn Road Shared Use Path-this project will design and construct a 10 foot wide asphalt shared use path on the south side of Blackburn Road from Route 1 to the Neabsco Creek Boardwalk and will include curb and gutter work along the entire length. (Woodbridge). A meeting was held with the project consultant, and a design proposal was received and is being reviewed. Various Magisterial Districts Top project - We are already moving on this project. We applied for and received two FLAP grants for the bike trail extension from country club to Exeter Drive. Removal of Bi-County Parkway from Comprehensive Plan Facility has been removed but verbiage has been included in plan to assure it is denoted as a corridor of statewide significance, per VA code.
