2 Background 1995 Constitution of Uganda Enactment of the Land Act in 1998 LSSP I (2002-2012): provide the operational, institutional and financial framework for the implementation of sector wide reforms and land management including the implementation of the Land Act. => introduce a unified, relevant and accessible Land Information System (LIS) LSSP II (2013 -2022): Building on the achievements made during implementation of LSSP I

10 Data conversion By the end of the project, all the Data will be rehabilited and converted: – Mailo Land Titles/ Freehold / LeaseHold titles [At least 60,000 titles will be converted] – Land Administration Records [At least 20,000 records will be converted] – Cadastral Maps [At least 54,000 Maps will be converted / Georeferenced / Vectorized] – JRJs [At least 6,000 JRJ will be converted] – Physical Planning and Land Valuation Maps and Records [At least 10,000 Maps and records will be converted] – Geological, soils and Topographic Maps [At least 2,000 Maps and records will be converted]

11 MZO areas offices operational [Pilot stage – 6] MZO areas with offices ready [2 nd Stage - 7] MZO areas – building under construction [3rd Stage - 8] ROLL OUT More than -40 Servers -350 Computers -50 Scanners -50 Printers Will be set up all over the country Expanding Coverage

16 Main Challenges Poor state and quality of paper based records Maintenance challenges : basic infrastructure, power and connectivity Slow adaptation of organization structure to the new working environment requiring new or differently skilled personnel, staff structure Incomplete final verification of files Ineffective communication Delay in completion of MZO buildings and associated infrastructure contributing to delay in LIS set up/installation Slow legislative reform program aimed at creating the necessary laws, regulations and guidelines for smooth implementation of the LIS and land administration and management activities in general
