Some things to keep in mind…  Absolutely NO pre-written resolutions allowed.  Use your research and Member State position to develop and defend your proposals for the writing process  Regardless if you are the primary author (or sponsor) or not, you can still have significant influence through substantive contribution

3 Property of SRMUN, Inc. WORKING PAPER, DRAFT RESOLUTION, AND RESOLUTION 1. Working Paper: Status of the document during the editing process. At this point in the process, the document is not officially accepted by the dais. 2. Draft Resolution: Document is officially accepted by the dais to be presented to the body for voting. 3. Resolution: Document voted and adopted by majority of committee.

6 Property of SRMUN, Inc. WHAT DOES EVERY WORKING PAPER HAVE? 3. Preambulatory Clauses 4. Operative Clauses *Both Preambulatory and Operative Clauses are italicized at SRMUN.

SPONSORS AND SIGNATORIES  Sponsors are responsible for document’s content and contribute significantly to the writing process.  Sponsors want the resolution to be passed and almost always votes in the affirmative. Signatories want the working paper or draft resolution to be discussed in formal debate. Signatories DO NOT have to vote in the affirmative. Signatories may also have contributed significantly to the writing process or just know about the work in general terms. NOTE: The signatories and sponsors are removed from the document once the Draft Resolution is accepted by the Dais.

WHAT IS A PREAMBULATORY CLAUSE?  To justify the action taken by the committee – gives historical background:  UN Charter, International treaties, past resolutions,  Explains reasoning, basis, and history for action recommended by operative clauses,  The ‘why’ of the action/idea.  Italicize the participle  Clause is followed by a comma. Example: Expressing satisfaction that delegates have completed their position papers on time and have done excellent work in preparing for SRMUN Charlotte

WHAT IS AN OPERATIVE CLAUSE?  Proposes an action on behalf of the committee  New ideas relevant to the topic  Action items, new ideas completely explained and supported from the preambulatory clause.  The ‘how’ of the idea.  Italicize the verb  Clause is followed by a semicolon  The final operative will conclude with a period Example: Calls upon all delegates to continue their experience at the inaugural SRMUN Charlotte in the spring of 2015;

DRAFT RESOLUTION: AMENDMENT & MODIFICATION Between the time the document is officially accepted by the dais and voting procedures, any edits suggested should be presented via an amendment or modification. 1. Amendment – changes to a draft resolution that are not unanimously agreed upon by the sponsors of the document. 2. Modification – changes to a draft resolution that are unanimously agreed up on by the sponsors of the document and automatically added to the document.

11 Property of SRMUN, Inc. REMINDERS  Having a laptop or even a USB/jump drive in committee is extremely beneficial for writing resolutions.  NEVER have your laptop open during formal session.  DO NOT bring in pre-written resolutions.

12 Property of SRMUN, Inc. MISCELLANEOUS NOTES  When turning in the first draft of a working paper ensure it is in proper format. This will only increase the speed of the editing process, allowing more ideas/ speeches to be heard.  Member State(s) is the only proper form – DO NOT use ‘nation’, ‘country’, ‘state’, etc.  Subclauses: if there is an ‘a’ there MUST be a ‘b”  Resolution format can be downloaded in conference services.
