2 History of the Credentialed Alcoholism and Substance Abuse Counselor Credential 1970’s Mental Health Technicians in State operated psychiatric hospitals develop specialization. NYFAC creates advocacy base (1976). 1980’s Credentialed Alcoholism Counselor (CAC) established. 1990’s Refinement of testing, standards, etc. Preliminary Credential for Substance Abuse Counseling (CSAC).

3 History of the Credentialed Alcoholism and Substance Abuse Counselor Credential (continued) Creation of CASAC, 1997 2000’s Creation of additional credentials in Prevention and Problem Gambling. 2010 – Development of Career Ladder/Scope of Practice.

4 To become a CASAC in New York State one must: 1. meet specific competency and ethical conduct requirements;competency and ethical conduct 2. meet specific work experience requirements;work experience 3. meet minimum education and training requirements; andeducation and training 4. pass the International Certification and Reciprocity Consortium (IC&RC) Examination for Alcohol and Drug Counselors.Examination

5 Evaluation of Competency and Ethical Conduct must sign an affidavit agreeing to abide by the Canon of Ethical Principles. Canon of Ethical Principles must arrange to have three individuals complete an Evaluation of Competency and Ethical Conduct.

6 Work experience must document a minimum of 6,000 hours (approximately three years) of supervised, full-time equivalent experience in an approved work setting as a provider or supervisor of direct patient services.

7 A Valid Work Setting is operated by OASAS; holds a valid Operating Certificate or Certificate of Approval to provide substance abuse or alcoholism services from the OASAS issued pursuant to Articles 19 or 32 of Mental Hygiene Law Other approved work setting.

8 CASAC - T CASAC Trainee Certification : Applicants may be considered for a CASAC Trainee certificate upon satisfying a minimum of: 350 clock hours of the required education and training; OR 4,000 hours of appropriate work experience and the 85 clock hours in Section 1 of the education and training related to knowledge of alcoholism and substance abuse

9 The Written Examination The International Certification & Reciprocity Consortium (IC&RC) examination for Alcohol and Drug Counselors is comprised of 150 multiple-choice questions derived from the counselor tasks identified in the 2008 IC&RC Job Task Analysis. 2008 IC&RC Job Task Analysis

10 The Exam is focused in eight domains: Clinical Evaluation Counseling – Individual and Group Treatment Planning Case management/Service Coordination Referral Documentation Client, Family, & Community Education Professional & Ethical Responsibilities.

11 Work Experience must 1. include a minimum of 2,000 hours during the five years prior to submission of the required paperwork; 2. include: diagnostic assessment; evaluation; intervention; referral; and alcoholism and/or substance abuse counseling in both individual and group settings; 3. have, at a minimum, weekly, on-site and documented clinical supervision by a QHP;QHP

Be integrated with AOD services system for referral. 5. include practice in AOD counseling to establish and maintain recovery and prevent relapse; and 6. include a minimum of 300 hours of Supervised Practical Training. Each of the 12 Core Functions (areas of professional expertise) must have be been performed for a minimum of 10 hours, under the direct supervision of a QHP: QHP Work Experience must : (continued)

13 Academic degrees allow for some reduction in work experience. 14 Core Competencies screening; intake; orientation; assessment, evaluation and intervention; referral; treatment planning; counseling; crisis Intervention; patient education; case management; reporting and record keeping; and consultation with other professionals.

15 Educational hours 85 clock hours related to Knowledge of Alcoholism and Substance Abuse; 150 clock hours related to Alcoholism and Substance Abuse Counseling (must include a minimum of 15 clock hours specific to cultural competence); 70 clock hours related to Assessment; Clinical Evaluation; Treatment Planning; Case Management; and Patient, Family and Community Education; and 45 clock hours related to Professional and Ethical Responsibilities
