2 Policy Committee  History A 2007 VRA Strategic Plan DRAFT included “Develop regional committees and action groups.” June 25, 2009 – VRA Board considers a Policy Committee to address actions and issues affecting VRA. Fall 2009 – VRA Board creates Policy Committee. Committee reports at 2009 VRA Annual Meeting, and 2010 Annual Conference  January 2010 – VRA Board approves position  opposing SB525 Cooperative Marketing Fund ; submits letter to Senate Finance Committee  opposing legislation.

3 2011 Virginia General Assembly Committee action on continued legislation to be completed by Midnight, December 2 All requests for drafts of legislation to be pre- filed to Legislative Services by 5:00 p.m., December 6, 2010. Pre-filing ends at 10:00 a.m., Wednesday, January 12, 2011. The 2011 Regular Session will convene on Wednesday, January 12, 2011.

4 Actions for Consideration Plastic bags  bag carryout bans  At-store recycling bags vs. At-store plastic bag carryout bans  Fees for plastic bags  Fees for plastic bags at point-of- purchase at retail establishments (convenience stores, groceries, liquor stores, pharmacies, etc.)  Outright disposal bans of plastic bags.

5 2011 Virginia General Assembly Virginia’s Public Schools Recycling SB682 Public Schools: School Board to report to Superintendent of Public Instruction recycling policies. 02/16/10 - Passed the Senate 22-Y; 18-N. Proposed Legislation sent to Committee 03/08/10 – Continued to 2011 Session; in House Education Sub-committee.

6 2011 Virginia General Assembly Electronic waste (scrap) Consider the State of North Carolina bans (effective July 1, 2011) on discarded computer equipment in landfills. Includes laptops, desktops, monitors, video displays, printers, scanners, printer-scanner-fax combos, mice and keyboards. Also, effective July 1, 2011, North Carolina bans disposal of discarded televisions in landfills.

7 The No Child Left Inside Act (NCLI) National legislation that will support local and statewide efforts to educate pre-kindergarten through grade 12 students about the environment and natural resources, and to provide enhanced professional development opportunities in environmental education. Reauthorization is likely to occur next year.
