Main Driver was MARKET DEMAND Market asked for it  Started in 2009 pushed by Spanish Consumers, following the introduction of Free Flow Tolling in previous Shadow Tolls in Portugal;  Pilot project was rolled out setting technology, operations, business model and legal framework;  In July 2014 it was available to the full range of Spanish issuers  2015: goal to have Via Verde clients driving freely throughout Spain
