Provide real choice for service users Support a creative and varied market Refreshing GCCs contractual arrangements System that assures good balance between quality and cost Supports co-production in service design between service users, CMs, providers, families Fair and transparent system

3 Glasgow City Council When will business be subject to the Framework? The Framework will apply to new services called off after the commencement date Existing services at the first point of full re- assessment/review during the period the Framework Agreement is in operation.

4 Glasgow City Council What is the value and scope of the Framework? Our business case estimates the total value of business to be allocated by this Framework is up to a maximum of £17million pounds per year or around £68million over a 4 year lifespan.

5 Glasgow City Council Pricing Strategy 40% to 60% Cost to quality ratio A suite of rates suitable to the support categories (including sessional rates, hourly rates, overnight rates, subscription etc) One suite of rates per provider irrespective of service user group Rates fixed for the lifespan of the Framework

The council contracts with the chosen the chosen provider/s: the chosen provider/s can deliver support which meets outcomes and manages risks Costs are within a budget agreed by the Council

13 Glasgow City Council Council Selected Direct Award Option 3 SDS Act Council will seek to award the contract to the highest ranking provider which appears able to meet the specific needs and requirements of the service user: Based on the ranking established by the framework and the specific needs and circumstances of each service user

14 Glasgow City Council Specific needs and circumstances: Geographical factors or limitations Provider ability to offer shared supports where required Provider ability to source suitable accommodation where required Service delivery need and requirements of the service user

15 Glasgow City Council Mini Competition (Option 3 SDS Act) Higher Value and Complex support packages Minimum of 4 highest ranking providers able to meet needs and requirements of the service user Prices are set by the framework Focus on support design, quality and best value in relation to the needs of the individual

17 Glasgow City Council Provider Enquiry Report Applies to all packages assessed via personalisation process Data set providing relevant information for indicative support planning Sent securely to providers Background information, details of outcomes, needs, risks and the planning budget.

18 Glasgow City Council Provider Response Provider completes an outline/in principle support plan and costs on the template provided This is returned to the Council securely within set timeframes Contract is awarded and the provider works with service user, care manager and other key people to create the support plan to be approved by Social Work.
