9 Library Renovations Phase I and II have significantly improved our library – but we are not done. Failure of the State GO Bond (going on 3 years now) where we were slated to receive $2,000,000 set us back several years – we’re just now moving to complete our Library (Final Phase III) and start on many other much needed campus capital projects New Mexico State University-Grants

10 State Licensed Campus Child Development Center: Providing Infant to School Age Care – 55 children Housed in 2 portables brought to campus in 1995 (used at time), That’s 18 years… This is a priority for new construction as a ‘Health & Safety’ Issue & Our Goal is to tie the Center into our Education/Nursing Program which we are unable to do now due to lack of appropriate space/design. Current Preliminary Design will provide Estimated Construction Cost Which Will Then Tell Us How Much Capital We Must Raise To Construct It New Mexico State University-Grants

13 NM State Department of Transportation (DOT) Grant Design work: Figueroa-McInteer, Architect & Bridges & Paxton Engineers DOT Grant: $ 158,000 NMSU Grants Required Match: $53,776 Total Project Cost: DOT funded work done will provide concrete culverts to mitigate drainage issues in back of Martinez that run into Small Wonders Child Care center $ 158,000 $ 53,776 $ 211,776 New Mexico State University-Grants

14 US Department of Education NASNTI Grant funds Minor renovations to Testing Center within Student Success Center - $55,000 These renovations are necessary to prepare for online GED Testing that is being mandated by Fall 2013. New Mexico State University-Grants

Fallacy in HED philosophy: We will NEVER have shovel ready projects if HED does not recommend capital funding (for design services) -$0-Never New Mexico State University-Grants

18 LOCAL GENERAL OBLIGATION BONDING CAPACITIES Grants Cibola County Schools DistrictBonding capacity that GCCS is requesting voters renew next Tuesday, Feb 5, 2013: Renewal of local general obligation bond is up for vote on Tuesday, February 5, 2013. Public School districts use their local bonding capacity, coupled with state funding for capital (construction) to build, renew, renovate their school facilities. $ 9,000,000 New Mexico State University-Grants

20 LOCAL GENERAL OBLIGATION BOND ISSUES TO CONSIDER First local school board must allow us to hold an election for a local GO Bond and Mil increase; then local voters must approve a local general obligation bond for NMSU Grants (you vote whether you own property or not). Voters in Cibola County adverse to increased property taxes. NMSU Grants has to pay for the election for a local GO Bond, costs are in the $25,000+ range and they cannot be paid from institutional funds. Which means I have to find a source to pay for an election. NMSU Grants has never utilized the local GO Bond capacity as a revenue tool to fund capital outlay (construction/renovation projects). Which means that if and when we do, it will mean added property taxes for local property owners since this would not be a ‘renewal’ as is case for upcoming GCCS bond request. Grants Cibola County School Board must approve NMSU Grants request to go to voters to request a local general obligation bond and/or an increase in mil support. NMSU Grants needs a revenue source to pay back the local GO Bond; which means that we’d need to ask for an expanded mil of support to cover debt service of bond.
