13 SWP/CT Preliminary Financial Plan Key Elements  Toll Equity Loan  Contingent loan provided by TxDOT to SWP/CT in the event of a significant revenue shortfall  Expected to support “AA” level ratings for project debt  NTTA Equity  Amount not used on SH 161 will be used for Southwest Parkway/Chisholm Trail  First Tier Project Debt  Current interest bonds (CIBs) and capital appreciation bonds (CABs) secured by SH 161 project revenues  Second Tier TIFIA Loan  NTTA continues to pursue a TIFIA loan and will include it in the transaction if it becomes available  Results in a more efficient transaction  SIB Loan  Subordinated loan from TxDOT that is currently under discussion that would close any remaining funding gaps  Current base case with a TIFIA loan does not require a SIB loan Sources and Uses 13
