2 What’s New, What’s the Same What’s Clarified 1.Clarifies FEMA use 2.Requires use of standard rates. We can no longer establish geographic rates. 3.If no documentation, then will be paid at AD-1 rate 4.Exceptions to AD-4 rate 5.Casual’s pay set at point of hire 6.Security Spec 1 or 2 and Buying Team Member must be current agency employee

3 7.Adds “this authority cannot be used to circumvent other hiring authorities 8.Clarifies that annual refresher courses and travel is included in 80 hour training limit 9.Removes provision for 120 hrs of training for specialized positions that require state or federal licensing or certificates 10.Adds in “Situations for hire” “to meet mission assignments issued by FEMA” 11.Deletes the provision that says “whichever is higher” 12.Deletes provision to process casual pay at demob site 13.Clarifies casuals working away from point of hire are compensated for 8 hours per day

4 14. Removes R&R reference, clarifies casuals at point of hire are NOT entitled to guaranteed hours on days off. 15. Clarifies that casuals at point of hire are NOT guaranteed 8 hrs per day on shift. 16. Adds hiring unit is responsible for issuing travel authorization and to process travel claim 17.Adds language for agencies to adhere to policy on hiring relatives as casuals 18.Changes the way positions are classified & rates established 19.Adds information on how positions are classified

5 Pay Plan take effect March 23, 2005

6 Issues with AD Pay Plan  IRS auditing for tax purposes Excessive length of assignments Filling permanent positions  AD instructors are the exception Use other hiring alternatives or procurement options

7 ANY NEW POSITIONS?  What positions do we need to add to the list?  Steps for approval Write up position description Justification on hiring the position Submit to Regional Incident Business Spec Then submitted to Chair of the Incident Business Practices Working Team  Could take a few days to a few weeks to complete

8 Immediate Need – what to do  Submit request with necessary paperwork (PD and justification) to Regional Incident Business Specialist, who will take to Regional Fire Director for approval  The approved exception rate will only be valid for the duration of the current incident  If the need for further use of the position is expected, submit necessary documentation through the review process to establish a permanent rate.

9 AD-4 Exception Rates  Same process as new positions Write justification for higher rate Submit to Regional Incident Business Specialist, for submission to Regional Fire Director  Exception rate will only be valid for the duration of the incident UNLESS approval is obtained and documented in a Geographic Area Supplement  There will be NO exception rates for AD-1, AD-2, AD-3, and AD-5’s.

10 Next Steps - 2006  The 2005 original plan will be revisited! Position descriptions looked at New rating system in place  Revised rates!
