Introduction Rationalisation of current legislative framework for external Community actions: six financial instruments. A thematic programme on environment and sustainable management of natural resources including energy will be created within this new structure. The programme will address the environmental dimension of development, and promote EU environmental and energy policies abroad. The thematic programme will offer distinctive added value, and complement geographical programmes.

Context Globalisation increases the need to treat environmental issues in an international context. EU has strong commitments in international processes and conventions. The environment matters greatly to people living in poverty, and livelihoods can be enhanced by preventing environmental degradation.

Policy framework The policy framework is set by key documents and events including: The European Consensus on development: The European Consensus on development: –Support to environment, natural resources and energy. –Mainstreaming environment, support developing countries to meet commitments under the MEAs. The 6 th Environmental Action Programme: The 6 th Environmental Action Programme: –Global environmental governance –Coherence Commitments in international fora: Commitments in international fora: –WSSD (Water, Energy and Forests initiatives).

Rationale – continued Flexibility in the choice of implementing partners Existence of a thematic programme not justification to leave aside the environment, natural resources and energy in the programming of country and regional strategies.

Programme - scope main focus on global actions and interventions in developing countries, complemented by actions in the emerging economies, and, very limited, in industrialised countries, (policy dialogue and coalition building). support central policy dialogue, coordination, analysis, and consultation functions of existing and new EU policy initiatives

Objectives complement geographic programmes in assisting developing countries make progress towards MDG7 on environmental sustainability; enable EC and assist the EU to meet their international obligations and commitments under MEAs and other processes especially with regard to assisting developing countries; promote environmental integration and sustainable management of natural resources including energy across all EC development assistance and coherence in EU policies that affect the global environment or that of developing countries. promote international environmental governance and EU environmental priorities abroad; promote the EU’s sustainable energy policies abroad

Improving the efficiency of international negotiations. Using the EU as an example.
