CCPED briefing for FEB Trust and openness

2 Sussex Police | Serving Sussex Introduction  Where this comes from  SS2015 Goal: ‘Become more trusted and open’  National integrity reviews and learning (HMIC Without Fear or Favour, Leveson, new ACPO guidance, etc.)  Transparency and open data principles  What’s happening  Phase 1 (Mar-May): What ‘doing the right thing’ means for Sussex Police and the public  Phase 2 (Jun-Sep): Enabling and encouraging our people to do the right thing  Phase 3 (Oct-Dec inc PCC one-year anniversary): Showing the public how we do the right thing

3 Sussex Police | Serving Sussex A glaring contradiction?  If it’s about discretion and common sense, why do we need to set a framework!?  ‘Doing the right thing’ looks different to different people  Need to set clear expectations what it means to us and, more importantly, the people of Sussex  Three simple questions, not complex rules  Am I doing the right thing for the public?  Am I applying our values?  How would it look to the outside world?

4 Sussex Police | Serving Sussex What’s already happening  SS2015 newsletters for March and April  Intranet pages  One page briefings on six highest-risk areas  Interactive scenarios  Encouraging and capturing feedback  Focus of SSLF  2013/14 Div/Dept plans Six highest-risk areas Anti-corruption and fraud Business interests and secondary jobs Donations, sponsorship, gifts and hospitality Spending the public’s money Media and social media Data protection and information security

5 Sussex Police | Serving Sussex Main benefits and challenges  Benefits  Overwhelming management, staff, public, PCC and government desire for greater trust and openness  Will help us deliver better customer service  Streamlined, more efficient, lower-cost processes  Delivering culture needed for other SS2015 changes  Challenges  Scepticism – been tried lots of times before!  Overcoming cultural norms – chasing simple targets and box-tick processes are what many know best  Nervousness about personal responsibility vs blame  Reverting to norms if something goes wrong…

6 Sussex Police | Serving Sussex What’s coming up  Phase 2 comms focus: Positive reinforcement  Showing how we deliver better service and meet individuals’ needs using discretion  Trusting and enabling our people across the Force  Using the ‘three questions’ to review decisions and outcomes, even if things go wrong  Management, advocate and peer reinforcement  Particular encouragement of first and second line supervisors (based on EOS findings)  We don’t have all the answers (yet)!  Seeking ideas and feedback from officers/staff  Workshop planned with Heads of Divs/Dept  Phase 3: Telling the public more about what we do and explaining how we make decisions
