TOPSpro Special Topics V: Meeting Federal Accountability Requirements

Federal Tables  The National Reporting System (NRS) is a project to develop an accountability system for Federally funded adult education programs.  The NRS is important to states, programs, teachers, and students because it provides a means of regular evaluation.  In August 1998, the voluntary nature of the NRS changed when the Adult Education and Family Literacy Act within the Workforce Investment Act (WIA - P.L. 105-220) became law

Federal Tables  NRS measures include two categories – core outcomes and secondary outcomes  Three types of core measures: Outcome measures (education gains, obtaining employment, earning GED) Descriptive measures (demographics, student status) Participation measures (hours of instruction, enrollment in special programs)  Secondary measures include outcomes in the areas of employment, community, and family

Federal Tables  The NRS assigns responsibilities at the Local, State, and Federal level.

Federal Tables  Federal Tables display accountability information according to standards mandated by the National Reporting System (NRS).  TOPSpro uses the Federal Tables to report statewide aggregation totals to the Federal Government.

Federal Tables Guidelines  Learner must have at least one Entry Record  Learner must be in one of five authorized Instructional Programs – 1) ESL, 2) ABE, 3) ESL Cit, 4) HS Diploma, 5) GED/Spanish GED  Must have >12 hours of instruction  Must be > 16 years of age  Cannot be concurrently enrolled in a K-12 program

Educational Functional Levels

Level Completion Criteria ABE/ESL 1.Must have paired tests (i.e. two tests in the same modality) 2.Tests must meet CASAS and California WIA Title II guidelines 3.Both tests occur within the program year

Level Completion Criteria ASE (Adult Secondary Education)  Placement into ASE Levels is based on first accurate test in program year  GED subsections are no longer used to determine level completion.  Passing GED can be used to determine level completion only if the student is in ASE High.  GED or High School Diploma are mandatory for completing ASE High.

Federal Table 4 displays Educational Gains by Educational Functioning Level. Specifically, it reports learners who entered program at one Instructional Level and finished the year at a higher level. Federal Table 4 13 total enrolled 3 completed level = 23.08% completed level

Federal Table 4B displays the same level advancement information as Table 4, but it only includes learners who completed a valid pre- and post-test. Federal Table 4B

16 Federal Table 4C displays the same level advancement information as Table 4, but it only includes learners who are enrolled in Distance Learning. This table is new for 2007-08. Federal Table 4C

“Completed a Level” Examples for Low Intermediate ESL: 1.Pretest = 205 Post-test = 208. Completed a level? NO. 2.Pretest = 205 Post-test = 212. Completed a level? YES. 3.Pretest = 209 Post-test = 210. Completed a level? YES. Level Completion Examples

NRS Level Completion lists learners by Educational Functioning Level and indicates which learners completed a level. NRS Level Completion

The Persister Report compares the overall percentage of learners completing a level versus the percentage of learners completing a level who completed a pre- and post-test. Persister Report 30.00 23.08 = 76.92% completed level

The Persister Report compares the percentage completing a level in Federal Table 4 with the percentage completing a level in Federal Table 4B. Persister Report Fed Table 4B Fed Table 4

NRS Performance Report The NRS Performance Report allows you to compare your own agency’s results to your statewide goals.
