2. Federal Tables  The National Reporting System (NRS) is a project to develop an accountability system for Federally funded adult education programs.  The NRS is important to states, programs, teachers, and students because it provides a means of regular evaluation.  In August 1998, the voluntary nature of the NRS changed when the Adult Education and Family Literacy Act within the Workforce Investment Act (WIA - P.L. 105-220) became law

Federal Tables  NRS measures include two categories – core outcomes and secondary outcomes  Three types of core measures: Outcome measures (education gains, obtaining employment, earning GED) Descriptive measures (demographics, student status) Participation measures (hours of instruction, enrollment in special programs)  Secondary measures include outcomes in the areas of employment, community, and family

4. Federal Tables  The NRS assigns responsibilities at the Local, State, and Federal level.

5. Federal Tables  Federal Tables display accountability information according to standards mandated by the National Reporting System (NRS).  TOPSpro uses the Federal Tables to report statewide aggregation totals to the Federal Government.

Federal Tables Guidelines  Learner must have at least one Entry Record  Learner must be in one of five authorized Instructional Programs – 1) ESL, 2) ABE, 3) ESL Cit, 4) HS Diploma, 5) GED/Spanish GED  Must have >12 hours of instruction  Must be > 16 years of age  Cannot be concurrently enrolled in a K-12 program

9. Level Completion Criteria ABE/ESL 1.Must have paired tests (i.e. two tests in the same modality) 2.Tests must meet CASAS and California WIA Title II guidelines 3.Both tests occur within the program year

Level Completion Criteria ASE (Adult Secondary Education)  Placement into ASE Levels is based on first accurate test in program year  GED subsections are no longer used to determine level completion.  Passing GED can be used to determine level completion only if the student is in ASE High.  GED or High School Diploma are mandatory for completing ASE High.
