ISM _2013 2 Revised Hazard Communication Standard Globally Harmonized System of Classification and Labeling of Chemicals (GHS) credit for web-based training course ESH196A available in July http://www.eshtraining.anl.gov/courses/ESH196A/presentation.ppt revision to Hazard Communication Standard requires retraining for all employees. To receive credit for ESH196A you must sign the training attendance sheet …

When does the new standard take effect ? time table related to the adoption of GHS:  December 1, 2013Employee training on labels, SDS format  June 1, 2015Manufacturers, importers comply with SDS, labeling  December 1, 2015Last day to ship with old labeling system  June 1, 2016Update workplace labeling HazCom program 3 ISM _2013

What’s different in the new Standard? 1. New Hazard Classification Requirements -manufacturers, importers use standardized classification for hazards of chemicals and mixtures 2. Chemical Labels - Signal words (e.g., carcinogen, danger, explosive, etc., ) pictograms, hazard statements, precautionary statements 3. Material Safety Data Sheets (MSDS) to Safety Data Sheets (SDS) - New format; 16 sections, the sections are standardized 4. Information and Training - ESH196A -provides additional information on the new label elements and the change to SDS’s 4 ISM _2013

Safety Data Sheet- Example The SDS contains 16 headings: 6 1.Identification 2.Hazards Identification 3.Composition/ingredients 4.First Aid 5.Firefighting Measures 6.Accidental Release Measures 7.Handling /Storage 8.Exposure Control/Personal Protection (PPE) 9.Physical and Chemical Properties 10.Stability and Reactivity 11.Toxicology 12.Ecological Information (optional) 13.Disposal (optional) 14.Transport Information (optional) 15.Regulatory Information (optional) 16.Other (revision information)

The work and safety at HEP ISM _2013 7  ANL HEP does many different kinds of work - Participation in experiments off ANL site: ATLAS, NOvA, VERITAS, etc.. - Support activities for the experiments - ANL centered activities: AWA, LAPPD, Dig. Hadron Calorimeter - Theoretical research - Administrative work All work has potential hazards. - When the potential of that hazard exceeds some threshold, we need to take formal steps to understand and to mitigate those hazards. - This is required by Argonne for work taking place on ANL site. - formal procedure called "Work Planning and Control" (WPC) - For work taking place at other labs etc., follow their safety regulations.

Work planning and control (WPC) establishes fundamental requirements for documenting work activities The use of a standard technique to identify and control risk associated with the work The process should begin before the start of work by completing web-based forms What is WPC Work Planning and Control (WPC) ISM _2013 8

- The group leader is expected to bring any work that may require WPC to the attention of the ES&H coordinator. - Whether any particular work requires WPC will be determined by the ES&H coordinator in discussion with the relevant group leader (or designate) - Everyone in their respective group is expected to bring any work that may require WPC to the attention of the group leader. - If the work is managed by another division, that division (lead division) is responsible for WPC documentation. An example is where HEP collaborated (Atomic Layer Deposition) with ES division. ES division prepared the WPC documentation. Who initiates the WPC process ? ISM _2013 9

If you are starting or have recently started a new work activity, one should evaluate the following to determine the need for WPC. o If you are doing your work in a lab space or a machine shop, it is very likely that you will need WPC documentation. o If you are not conducting work inside a lab/shop area but, performing work with the following: Electrical: involving exposed potential >50 V Mechanical: handling objects >50 lbs and Chemicals, it’s also likely that you need WPC documentation. -- if you are uncertain about the need for WPC -- -Discuss the work activity with your group leader (or designate) -If the group leader judges that WPC may be needed, he/she contacts the ES&H coordinator How do I know when something that I am doing requires WPC documentation ? "If you have any concerns or questions about safety in the workplace, please bring it to the attention of the group leader, ES&H coordinator or the division director/deputy director" HEP lab space, work areas, and the machine shop location..
