3 Work Place Examination Work Place Examinations for Non-Metal Surface Mines 30 CFR & 56.14100 Safety defects; examination, correction and records.

4 Work Place Examinations Workplace examinations are intended to alert mine management to any changes in the mine systems and other potentially dangerous mining conditions before incidents can happen Each competent miner must conduct a proper and complete examination within the miner’s area of operation.

5 Work Place Examinations: Examinations are the first line of defense for miners working in mines and are necessary to protect miners Primary means to determine effectiveness of mine safety systems and detect hazards such as defective equipment or tools Proper examinations protect against hazards that may endanger miners First priority of all workplace examinations is for the person conducting the examination to examine for hazardous conditions

7 Hazardous Conditions Posting/correcting/recording Any hazardous condition found during performance of a mine examination shall be posted with a conspicuous danger/warning sign where anyone entering the areas would pass A hazardous condition shall be corrected immediately or the area shall remain posted until the condition is corrected

8 Hazard Recognition: Citation: A 10 pound sledge hammer located in a job box at the dragline turnaround point was found defective. The sledge hammer was found with the head face mushroomed, cracked, and chipped. The sledge hammer is used on an as needed basis and was not tagged out to prevent use. This condition exposes miners to a serious type injury. Work Place Examinations 56.14100c

9 Work Place Examinations Citation: The air receiver tank located in the Freightliner service truck company #V2 was not provided with a pressure gauge to accurately determine the amount of compressed air inside of the receiver tank. 56.14112a1 Hazard Recognition

10 Citation: The compressed air receiver tank, located at the ore pile storage connex, had not been inspected by an inspector holding a valid National Board Commission certificate. The air compressor is used to power the greaser. 56.13015a Work Place Examinations Hazard Recognition

13 RULES TO LIVE BY 56.9101 – Operating speeds & control of Equipment 56.12017 – Work on powered circuits 56.14101(a) – Pre-shift inspection of mobile equipment 56.14105 – Repair/Maintenance procedures – Lock Out & blocking equipment against hazardous motion 56.14130(g) – Seat belts shall be worn by equipment operators. 56.14131(a) – Seat belts for haulage trucks 56.14205 – Machinery, equipment and tools shall be used within their design capacity. 56.14207 – Parking of unattended equipment 56.15005 – Fall protection 56.16002(c) – Entering areas where engulfment could occur 56.16009 – Suspended loads 56.20011 – Barricades & Warning Signs MSHA Focused Enforcement

14 REMEMBER!! 14 Recording results of exams along with performing follow-up action to eliminate noted hazards should be routine and is necessary for accomplishing a safe mine. The person conducting the exam shall certify by initials, date and time that the examination was made At each working place examined and performed at enough locations to show that the areas have been examined
