2 The Social Enterprise Sector in Bristol Part of Bristol’s flourishing social economy made up of over 1100 voluntary and community sector groups and social enterprises. Bristol Social Economy worth £240m in 2004/5 Employs 15,000 staff and 20,000 volunteers Generates 70% income from trading (direct sales and public contracts) 47% based on neighbourhood renewal areas (areas of greatest social and economic disadvantage) 35% self-classified as social enterprises, 10% co- operatives.

10 There are two primary aims that unite social enterprises 1.They trade or contract for services 2.They apply the profits from this trade to support a social purpose “A business with primarily social objectives whose surpluses are principally reinvested for that purpose in the business or in the community, rather than being driven by the need to maximise profit for shareholders and owners” (Department for Trade and Industry)

11 Successful social enterprises have several common characteristics … they are businesses that not only make a profit but deliver tangible social and community benefits Producing goods or providing services to a market Spending money locally and providing employment Delivering benefits both to communities and employees Financially sustainable Participative management and member-led Thriving on involvement by the communities in which they operate Entrepreneurial, innovative, risk-taking behaviour

12 Here are some examples of types of social enterprise Community Business – run by and for a particular community Co-operative - business owned and run by its workers or members for their benefit, often driven by a social purpose Development Trust - community based and owned regeneration enterprises Social Firm - businesses that have a significant number of employees with a disability Trading arms of some charities - charitable company with a community business that transfers profits to the charity Credit Union - mutually owned co-operatives offering financial services, including savings and loans

18 Creating a Competitive, Confident and Credible Social Economy C3 Partnership has developed and tested performance improvement tools and techniques to improve organisational and sector performance. Has brought together a range of support activities - benchmarking, ICT healthchecks, training programme, rural support programme, C3 website and resources Networking with enterprises, advisers and funders to enable sharing of good practice. Learning from good practice across Europe. Developing (through RISE) an association and brand for social enterprise

19 Challenges for Social Enterprise To clearly express and quantify social benefits To work with agencies to support the commissioning process and ensure that procurement fits the scale of our organisations Deliver on the high political expectation nationally re the role of social enterprises in delivery of public services.

20 And finally….. 3 C’s are catching: Ed Miliband, Minister for the Third Sector said in Feb 07 “Government does not create the dynamic social enterprises in our country, but it has an important role as champion, catalyst and customer.”
