3 Our 9 field staff come from many years in the auto & truck repair industry, the education field and from the emission testing contractors.

5 Our current emission testing rule expires 1/1/2020.

6 We test vehicles in the metropolitan areas of Puget Sound, Spokane & Vancouver.

7 We test vehicles from 2008(G) or 2006(D) back to 25years

9 OBDII TESTING 1996 -2008 Light Duty vehicles. Any code present will cause a test failure. Vehicles with a “not ready status” are failures. Vehicles with all monitors set to ready or not supported will fail.

12 The test fee was $10.00 annually for an Idle only test. Gasoline powered vehicles that were 14 years old and newer were tested. Vehicle registrations were tied to completing the testing process. Our program began in 1982 with six centralized test stations located in the greater Seattle area.

13 Between 1985 and 1993 more centralized stations were added and testing began in Clark, Pierce & Spokane Counties. By 2002 there were 19 stations but 3 were later closed so currently we have 16. We made the switch to Biennial testing using Two Speed Idle (TSI) and Acceleration Simulation Mode (ASM). Diesel opacity testing began in 1993 for both light and heavy duty vehicles. Both Snap and ASM.

14 During the 1990s the test fee varied from $12.00 - $18.00 based on program costs. The fee was finally settled at $15.00 in 1998. Also during the 90s new testing procedures were explored. I/M 240 equipment was installed for testing purposes at one of our test stations, it proved to be to cumbersome to efficiently test the volume of car needing to be compliant.

15 During the summer of 1996 we conducted sample testing using the Huges Smog Dog Remote Sensing (RSD) Unit. Our study determined that RSD testing was limited by test location requirements and by inclement weather.

16 Beginning in 2013 we started a new hybrid program. Consisting of centralized and de-centralized test facilities. We now have 16 of these de-centralized facilities that provide service to areas that are not convenient to a test station. 22,000 vehicles were tested by an ATF in 2015

17 During 2015 - 1,177,987 vehicle tests were performed.

18 We have great relationships with our area repair facilities. Over the years we have concentrated on cooperation and education rather than strictly on enforcement. The shops and technicians play a vital role in our I/M strategy. Shop owners must agree to a basic set of rules to have their shops included in our program.

19 In addition to enforcing the rules and contractor oversight, we provide technical support to both consumers and the auto repair industry. We provide guidance and assistance to the instructors that train over 2000 certified technicians in over 800 participating repair facilities. We monitor repair effectiveness and review documentation from these authorized repair shops. We provide training and presentations to the general public and trade professionals throughout the year.

20 Technicians must complete an approved Authorized Emission Specialist (AES) class at least every two years to remain certified. We conduct regular site visits an a 90 day cycle to discuss their past repairs and any issues they may have.

21 To assist motorists in completing the testing process we have a waiver system.

22 Our state of the art monitoring facilities provide us with up to date information on many forms of pollution through out the state.

23 We also provide information to the public through presentations such as Anti Idling Outreach

24 Healthy Kid days at area schools

25 Public Events & Fairs

26 At times, we create our own air pollution

27 But most of the time we are trying to help folks through the emission testing process.
