The topic has been addressed since the first meeting of RCM and has been included in work agendas on an ongoing basis Given the magnitude and complexity of trafficking in persons and migrant smuggling, the Liaison Officer Network to Combat Trafficking in Persons and Migrant Smuggling was established at the VI RCM in San José, Costa Rica in 2001, with the aim of improving regional coordination in this sphere.
