2 Recommendations 1 and 5 A1: Address the rural economy workers’ needs: underemployment, seasonal unemployment, lack of access to credit and subsidies… who are excluded form the other schemes. Make sure that this is coordinated with free access to basic social services (especially health and education). A5: Formulate a policy framework for existing public works programmes run by development partners and NGOs and envisage a national public works programme as a tool against underemployment, especially in rural and isolated areas. Suggestion for scenario: Implement a Public Works Programme for rural areas.

5 Recommendation 3 A3: Extend maternity protection: legislation on maternity leave, enforcement of the law, address the needs of informal sector workers on maternity (i.e. maternity allowance for all). Scenario: maternity allowance.
