4 KLOE 1.1 Integrates financial planning with service planning We need to increase the amount of waste we recycle. When we consulted with our residents about recycling they told us they wanted us to continue to empty the bins weekly and they want cardboard and plastic recyclates collected at the kerbside We introduced card and plastic recycling at the kerbside and at the same time we reduced the capacity of the refuse bins to encourage more recycling. The cost of the new scheme would be funded by recycling credits provided we achieve > 34% recycling Participation in recycling has increased from 40% to 80% (Evidence participation survey results). Recycling has increased from 22% to 38% (Evidence waste data flow returns) Our objective Action taken Outcome and evidence

6 Barrow Borough Council’s enhanced recycling service. (1) Process stepEvidence and KLOE it addresses The feedback from consultation exercises indicated that residents wanted to keep weekly collections and be able to recycle cardboard and plastic 2006 BVGUSS and Environment focus group (KLOE 1.1 engages with stakeholders) (KLOE 2.2 monitors performance against priorities) Performance data following the introduction of bring site collection of plastic and expansion of cardboard bring sites indicated a strong demand for recycling these materials 2007/08 Waste Data Flow performance data (KLOE 2.2 provides information which supports decision making) Information collected from Allerdale Borough Council who has recently introduced 120Lt bins. Minutes form meeting with ABC (KLOE 2.2 provides information which supports decision making) The option of introducing cardboard and plastic collections at the kerbside and reducing the bin capacity was discussed by an O&S work group. Minutes Nov 2008 (KLOE 2.1: improvement through service design) Proposal for fortnightly collection of card and plastic recyclates discussed with SITA and the cost of the additional service was calculated. Agreed the disposal of increased levels of recyclable materials with the waste disposal contractors SITA cost proposal (KLOE 1.1 engages with stakeholders) Cumbria Strategic Waste partnership agreed to provide £500K of capital funding for the project CSWP funding confirmation letter (KLOE 2.1: Achieving VFM) The proposal was presented to the Executive Committee, which included approximate costs, potential funding sources, a benefits case and a risk assessment. The proposal was supported by Council. Which included employing additional operational and non operational staff Project plans (KLOE 2.1: improvement through service design) KLOE 3.3 Workforce planning and organisational change) Used the a “centre of excellence” procurement model to shortlist potential suppliers Procurement model and list of quotes (KLOE 2.1: Understanding supply market and evaluation of procurement options) Wrap agreed to provide £78k of funding for promotion of the project Wrap funding spreadsheet (KLOE 2.1: Achieving VFM) A detailed promotion plan was agreed and implemented in partnership with Cumbria County Council. Project plans (KLOE 2.1: improvement through service design) Agreed helpline script and resident support package with CRM staff. CRM and Members information pack (KLOE 3.3 productive and skilled workforce) Provided all households with information on the new service including household specific calendars, a dedicated helpline and a dedicated webpage. Householder information packs (KLOE 1.1 engages with stakeholders) (KLOE 2.1: improvement through service design) Completed the roll out of plastic and cardboard recycling bags to 32,000 properties and have replaced the 240 Lt bins with 120 Lt bins The early data indicates that there is an increase in participation rate in recycling from 40% to 80%. Recycling has increased from 22% to approximately 38%.
