5 BUSINESS INCENTIVE PROGRAM ACTIVE LOANS: FROM 2002 TO 2012  The HBCRA has 18 active loans for this period as follows: 15 loans are current in payments 3 loans are currently in default:  Tel-Aviv Texaco: Amount Due: $14,353.25  H&V Enterprises Inc.: Amount Due: $21,891.25  A Tri County Laundry: Amount Due: $115,986.54  CRA Staff has begun collection process for the 3 loans in default  The total receivable amount as of 09/30/2014 is $736,395.25 5

6 BUSINESS INCENTIVE PROGRAM ACTIVE LOANS: FROM 2013 TO 2014  The HBCRA has 5 active loans for this period as follows: Two loans are current in payments:  Hallandale Medical Center (Awarded $200,000)  Upper Deck Bar and Grill (Awarded $175,000) Three loans were awarded and are pending closing:  Ramcon Corp Corporation (Awarded $200,000)  MD Clinical (Awarded $200,000)  7 th Avenue Village (Awarded $200,000)  The total awarded amount for all active loans is $975,000.00 6

11 BUSINESS INCENTIVE PROGRAM LOANS AWARDED SINCE 2013 7 th Avenue Village 645-701 Hallandale Beach Blvd. Project Cost: $7.2M Loan Amount: $200,000 Private Investment: $7M Purpose: Construction of New Commercial Shopping Mall – 24,485 SF of New Commercial Space – 25 New Retail Spaces 20 new (direct) full time jobs will be created; but anticipated that the retail center will generate as many as 100 new jobs. Construction to be completed Spring 2015 11

12 FAÇADE IMPROVEMENT GRANT  The CRA office has received 67 Façade Grant applications since June 2014. Currently 19 have been approved and the total amount awarded is $228,463.  48 applications are being processed and the estimated upcoming award amount is $426,000.  The total estimated private investment for all of the funded projects is approximate $108,056 (16.5% private leverage ratio) 12

20  The HBCRA has 223 active loans for this period as follows: 136 loans are current in payments 87 loans are currently in default  The total awarded amount for all active loans is $516,625.49  The total receivable amount as of 09/30/2014 is $177,197.54  Challenge in managing old loan portfolio was that the HTE System is not set up to be a loan servicing program  CRA Staff has begun the process of collections on loans in default RESIDENTIAL LOANS ACTIVE LOANS FROM 2002 TO 2012 20

21 LOAN SERVICING SOFTWARE 21

22  CRA Staff sought to enhance the agency’s ability to service existing loans by acquiring a stand-alone software package designed specifically for this purpose  AutoPal Loan Servicing Software provides a web-based method of tracking loan files from loan origination thru closeout. The software provides automated billing, easy computing of loan balances, payment tracking, and aging reports, among other features  AutoPal Loan Servicing Software also provides customers with web- based access to their loan information and enables customers to view up-to-date loan information at their leisure  To date, there are approximately 241 active CRA loans for both Commercial and Residential. As new loan files are approved, staff will originate the loan using the AutoPal Loan Servicing Software, which will be reconciled monthly with the City’s General Ledger LOAN SERVICING IMPROVEMENTS 22

23 DISTRESSED AND ABANDONED PROPERTIES 23

24 In September 2014, CRA staff presented to the CRA Board of Directors 19 properties identified as abandoned and/or distressed in the CRA district. Since that meeting, Staff sent formal communications to all of the 19 property owners. The results? Properties in Compliance: 3 Properties Improved or in the Process of being Improved: 4 Properties with No Activity for Improvement or Compliance: 12 Staff will continue to work with the City Attorney’s Office for development of Administrative Foreclosure Ordinance to tackle properties with no activity and/or response from owners. Staff will also work with Code Compliance in identification of additional distressed properties. DISTRESSED & ABANDONED PROPERTIES 24

29  In 2013 the CRA had 42 parcels as part of its Real Estate inventory. 32 CHALLENGES  Half of the remaining sites (6) are too small for development, less than 5,000 SF  Minimum size lot suitable for development is 5,000-7,500 SF depending on zoning  Staff has been unsuccessful in connecting with some of the private owners of adjacent parcels in order to purchase and assemble larger pieces of land suitable for development  One parcel is landlocked. 38  4 firms were awarded agreements to develop new single- family housing on allocated lots  Staff has been working with firms to narrow the difference between cost per square foot of construction between developers  All firms have been provided copies of the DA and asked to submit required insurance and performance bond information  To date, only 2 firms (Stuart & Shelby, Emerald Construction) have provide required information and have an executed agreement; these firms are currently in pre-development phase  The other 2 firms (BAND & Total Solutions) have asked for 30 day time extensions to obtain required bonding IN-FILL HOUSING PROJECT PHASE II 39

40  CRA purposed to increase its marketing efforts in the current fiscal year; to do this, Staff sought to use Social Media as a mechanism to market programs to an untapped demographic  The CRA has engaged MiamiSocial Marketing ($22,200), which has implemented an effective social media marketing strategy using Facebook, Twitter, Instagram, and Google+  The HBCRA Social Media was launched on November 1 st 2014  The goal is to build online conversations that affect the Hallandale Beach CRA and cultivate a loyal following by highlighting HBCRA as a source of valuable information SOCIAL MEDIA 41

41  The CRA staff provides up to date information on all programs, projects, and events that are ongoing with the Hallandale Beach CRA and receives bi-weekly and activity reports (messaging schedule, key demographic information, and Facebook ads performance) based on monitoring of all social media sites from MiamiSocial Marketing  Our following continues to grow as of 02/27/2015 we have the following likes and followers:  Facebook: 730 Likes  Twitter: 260 Following and 80 Followers  Instagram: 246 Followers SOCIAL MEDIA 42
