2 Why the Overseas Workers Program? 1987 Philippine Constitution Article 13 Section 11 The State shall adopt an integrated and comprehensive approach to health development which shall endeavour to make essential goods, health and other social services available to all the people at affordable cost. National Health Insurance Act of 1995 The National Health Insurance Program shall provide all citizens with the mechanism to gain financial access to health services, in combination with other government health programs. The Program shall give the highest priority to achieving coverage of the entire population with at least a basic minimum package of health insurance benefits.

3 Why the Overseas Workers Program? National Health Insurance Act Implementing Rules and Regulations The National Health Insurance Program provides coverage for all Filipinos, including land-based Overseas Filipinos Workers (OFWs) and their dependents. Executive Order 182 Transfers the Medicare funds and the Medicare functions of the Overseas Workers Welfare Administration to the Philippine Health Insurance Corporation. This Order became effective on March 1, 2005.

4 Overseas Filipino Workers... Filipinos who are presently and temporarily out of the country to fulfil an overseas work contract for a specific length of time or who are presently at home on vacation but still has an existing contract to work abroad. Considered as modern-day heroes in the Philippines

7 Overseas Workers Program Registration to OWP Continuous payment of contribution Availment of PhilHealth Benefits: Members and their Dependents

8 How successful are we in providing coverage for OWP beneficiaries? How many are OWP registered Of all OWPs registered, how many are eligible beneficiaries Of all eligible OWP beneficiaries, how many availed of benefits Of those who availed, how much was the average benefit pay out?

9 OWP registered members grew over the years...

10 ..and their dependents are also covered by PhilHealth

11 On closer look however, only a fraction of the members are eligible

12 OWP members’ contributions increase over time (in million pesos)

13 Only 2 % of eligible OWP members have availed of PhilHealth benefits...

14 But OWP coverage means more for the OFW dependents... OWP beneficiaries who availed of benefits, 2005-2011

15 OWP benefit payments increases but premium collection lags.. In million pesos

16 The OWP has not only provided social health insurance for OFWs when they leave the country, but has also assured coverage for families they left behind...

17 However, several challenges remain... Enrol ALL overseas Filipino workers Establish mechanism for continuous/regular payment collection Inform the OWP members and beneficiaries of their benefits Increase the premium to provide better benefits Proactively assist the OWP members when they need to transition to other NHIP membership type
