4 Before SP  Supported housing – growth area  Unregulated  Not clear on numbers or location of services  Funding through a number of different streams – primarily Housing Benefit

5 Purpose of SP  Regulate services  Plan future services based on evidenced need  Bring all funding streams together  Bring together key partners to set the strategic direction through the Commissioning Body

8 Services Currently SP funds  82 Providers  498 Services  9245 Service Users 8083 Accommodation based 1162 Non-accommodation based

9 Main Client Groups  OLDER PEOPLE – with support needs, frail elderly, Home Improvement Agencies.  HOMELESS – families and single homeless  MENTAL HEALTH  LEARNING DISABILITIES  YOUNG PEOPLE – leaving care, at risk, teenage parents  PHYSICAL/SENSORY DISABILITIES  HARD TO REACH – domestic violence, travellers, refugees, alcohol problems, substance misuse, offenders and complex needs

10 Older persons Services  Current funding level £4.4m  Miss match between SP funding and need. 71% of older people live in O/O & private sector 90% SP grant spent in the social rented sector. Led to… Review of Older Person services

12  Reviewed our Sheltered Housing schemes  Research by Joseph Rowntree Foundation and MORI Social Research Institute for The Suffolk Speaks Citizens Panel  Completed October 2006 and endorsed by CB in February 2007

13 Service Review  Substantial number of residents of Sheltered Housing didn’t require support  Variation in providers assessment of support hours needed and the SP verified hours  Significant variation in costs across similar schemes  Inconsistent quality of service across the County

14 Research Information The Joseph Rowntree Foundation - “That Little bit of Help” Themes older people consider to be important:  Comfortable and secure homes  Having an adequate income  Safe neighbourhoods  The ability to get out and about  Friendships  Learning and leisure  Keeping active and healthy  Good, relevant information

15 Research MORI Social Research Institute The Suffolk Speaks Citizens Panel 3,500 residents responded. There were many issues raised on Older People services.

17 Pilot Schemes

18 CB Vision Having considered the findings  Miss match of funding  Results from the service review  Independent research CB developed a vision for the future to deliver a range of services for vulnerable older people across all tenures

20 Project Group CB set up a project group to examine the feasibility of implementing the vision. Membership drawn from:  District representatives  Providers  ACS  Health  Voluntary sector  Service users

21 The Way Forward  Concern due to the complexity of Older Persons Services  Wants to 'test' options without long term commitment on SP, Service Users, Providers or Districts  Recommended two 6 month pilot schemes managed by an independent Project Manager

22 Pilot Projects Increasing choice for service users Addressing the balance between accommodation based and NABS services Increasing the number of service users that can access services from their existing homes Enabling the development of new services Standardisation of quality service across Suffolk

23 Time Table  March 2007 – Tender process  May 2008 – Let Pilots  July 2008 – Pilots start  September 2008 – Mid point review  December 2008 – Pilots end  February 2009 – Review  April 2009 – Report to CB
