2 What is a Foundation Trust Still part of the National Health Service Part of the Government’s reforms to improve services and make them more accountable to local people Based on the principle of public ownership – therefore enabling and encouraging greater involvement of service users, carers, staff and the general public Along with other reforms in health and social care improving the ability of organisations to work in partnership to meet local needs and priorities Foundation Trusts need to be well managed organisations with the ability to deliver quality services as well as ‘balance the books’ North East Yorkshire O & S Comm FT proposal – 27 April 2007– Slide 2

3 Foundation Trust – what are the benefits ….. Foundation Trusts are set up with local people as members giving them a real say in how the Trust is run and influence over service plans and developments. Foundation Trusts allow members to be voted onto the Board of Governors giving them real influence on how the Trust is managed Greater accountability to local people and members improve the ability of the organisation to address the needs of local people and improve services in doing so The membership of the Board of Governors allows partnership working across a number of key stakeholders including users and carers, the voluntary sector and other health and social care agencies North East Yorkshire O & S Comm FT proposal – 27 April 2007– Slide 3

8 Foundation Trust working together … Board of Governors Every NHS Foundation Trust will have a Board of Governors that will be responsible for a representing the interest of the NHS Foundation Trust membership and partner organisation in the local health and social economy and oversee the governance of the Trust. The Board of Governors will be made up of both elected and nominated members. The number of elected members will be more than the nominated members. The professions who work for the Trust will also be part of the Board of Governors. Members of the Board of Governors will have several powers including the ability to remove the Chairman or any other Non-Executive Director. The constitution and make up of the Board of Governors will be subject for formal public consultation as stated previously around June / July 2007 North East Yorkshire O & S Comm FT proposal – 27 April 2007– Slide 8

9 Foundation Trust working together … There are a number of key milestones that are required of an organisation wishing to become a Foundation Trust. These are as follows: The Trust needs to be financially stable The Trust needs to develop a five year integrated business plan that is agreed with commissioners and partner agencies. The Trust needs to demonstrate robust governance and assurance systems are in operation e.g. achieving a good rating from the Healthcare Commission annual review. To develop a robust membership base consisting of a wide group of stakeholders including users and carers. To launch a formal three months consultation on the constitution of the Foundation Trust that will include the number of governors as well as nominated stakeholder governors. The public consultation will take place in the summer of 2007. In order to move forward to apply to become a Foundation Trust there will be a need to gain Department of Health and Secretary of State approval North East Yorkshire O & S Comm FT proposal – 27 April 2007– Slide 9
