3 Reports to the Committee on Trade and Investment Composition: All 21 economies with representation from trade agencies, regulators, academics and national standards bodies General Goals of the SCSC: – Increase Member alignment to international standards; – Encourage regulatory cooperation and good regulatory practices; – Engage business in its activities; – Increase acceptance and understanding of conformity assessment and international mechanisms as a tool to facilitate trade. 3

4  Promoting green growth was a priority for U.S. APEC year  Green buildings work was recognized in the APEC Leaders Statement from the Honolulu meetings: “ Promote energy efficiency by taking specific steps related to transport, buildings, power grids, jobs, knowledge sharing, and education in support of energy-smart low-carbon communities;” and “Pursue common objectives to prevent technical barriers to trade related to emerging green technologies, including smart grid interoperability standards, green buildings, and solar technologies.” 4

5  Ensure that standards, rating systems and conformity assessment requirements in APEC economies do not become trade barriers  Increase transparency about green requirements  Demonstrate that standards and conformity assessment provide consensus solutions  Enhance policy coordination among Asia Pacific economies and key stakeholder organizations 5

7  MYPs must be endorsed by two APEC for a; EGEEC and SCSC could collaborate  Work to start in 2013 and include several activities inplemented over several years  Seeking to submit a MYP in 2012 for APEC funding in 2012 7

8  Build out a comprehensive work plan that links APEC Energy Working Group activities with new Subcommittee on Standards and Conformance activities, and address gaps in work with the broader APEC Energy Smart Communities Initiative Example: Elaborate best practices in testing and rating requirements for specific building products in the building envelope  Developing building codes and adapting codes to economy- specific needs  Standards and conformity assessment trade issues for the ceiling/flooring industry, with an emphasis on laboratory testing  Inspection of construction processes 8

9  Best practices in the retrofit of existing building stock to achieve energy efficiency gains  Use of building information modeling (common formats for information exchange standards) (BIM) to facilitate green building  Indoor Environmental Quality standards  Energy Management and Commissioning  Elaborating data that validates green buildings technologies 9

10  Is there interest from the EGEEC working with the SCSC on a Multi Year Project for green buildings?  Need input from EGEEC by March 20 on most promising ideas in order to develop concept notes.  Also reaching out to ASEAN  Development of concept note 10
