9 III. Electing the President A. Electoral College - A group of people (electors) chosen from each state and D.C. to formally elect the President and Vice President. B. Electors - people chosen by the political parties at their State party conventions or by a vote of the party's central committee in each State.

10 C. Election Process 1. Primary Elections 2. Political Party Conventions Presidential and Vice-Presidential Candidates are chosen by majority votes of delegates) 3. General Election Tuesday after first Monday in Nov: Voters cast ballots for all electors representing a particular party in each state.

12 D. Electors Vote 1. Monday after second Wednesday in Dec: Electors of party winning popular vote in each state cast ballots for President and Vice President in their state capitols. 2. Electoral Votes Are Counted January 6: Ballots cast by electors are counted by Congress 3. Inauguration Day January 20: Candidate receiving majority of electoral votes becomes President (at least 270/538)

14 B. The Federal Bureaucracy 1. All of the agencies, people, and procedures through which the Federal Government operates. 2. The means by which the government makes and administers public policy. 3. Constitution is relatively silent on the organization of the Executive Branch.

15 C. Development of the Civil Service 2. The use of patronage—the practice of giving government jobs to supporters and friends—was in use throughout most of the nineteenth century. 3. The Pendleton Act, also known as the Civil Service Act of 1883, set merit as the basis for hiring in most civil service positions. 1.
