CT Birth to Three System – ECO 08/071

2 Connecticut’s FY06 Family Survey Sending them out, getting them back, and analyzing the data… Process

CT Birth to Three System – ECO 08/073 Who got what? Part C staff created NCSEAM surveys in English and Spanish using Cardiff’s Telform software since the lead agency has a reader. Unique IDs from Part C Data System were merged onto the forms. Only families who had been in Birth to Three at least 6 months (about ½ of all enrolled.) Eligible families >>> hand delivered (1561) Recently Exited >>> mailed (1151) Process

CT Birth to Three System – ECO 08/074 What did they get? Intro letter to family Survey (English or both English + Spanish) PTI offered support with completing the survey and a flyer was included Self-addressed stamped envelope for families to send surveys back to “Birth to Three” Letter included directions to complete the survey online. Process

CT Birth to Three System – ECO 08/075 Online Version 2006 - Contracted with a online survey company to set up a web-based version in English and Spanish (challenging) 2007 – Used Survey Monkey to set it up ourselves! Process

CT Birth to Three System – ECO 08/076 Connecticut’s “sampling plan” Census  Surveys sent to ALL 2,712 families with at least six months of service as of March 10, 2006.  Then a statistically significant, random, representative, sample was pulled from the completed surveys. Zzzzzzz… Process

CT Birth to Three System – ECO 08/077 Statewide Representativeness 712 surveys were completed (26%)  Hand Delivered 29%*, Mailed 19% From the surveys with impact data, a sample of 384 records was randomly selected to be representative based on the race/ethnicities reported in most recent 618 tables. Process

CT Birth to Three System – ECO 08/079 Local Representativeness We analyzed race/ethnicity within each local EI program and compared it to the percent distributed  Due primarily to small numbers, we determined that for MOST of the EI programs, we could not be statistically secure in determining whether the responses were representative at the local level. Process
