Plus, instituting a new $25 holiday fee (a 150% increase), even if it is only for three days out of the year, would also require a CDP. * Memo Titled: “Coastal Development Permit Required When Imposing or Increasing Fees or Modifying the Hours of Operation of Public Beaches or Public Beach Parking Lots, Piers or Boat Launching Ramps” by the Commission’s Executive Director to Planning Directors of Coastal Cities and Counties (Exhibit #5) in staff report.
