4 What is Healthwatch ? “ HealthWatch will be an independent consumer champion for the public - locally and nationally - to promote better outcomes in health for all and in social care for adults... Patients and the public must be at the heart of everything our health and care services do.” (Department of Health) Locally: Local Healthwatch – known as Healthwatch Gloucestershire Nationally: Healthwatch England

5 What will Local Healthwatch do ? 1. Information & advice to inform choices 2. Advocacy for NHS complaints 3. Influence 4. Be involved in the decisions made about local health and care provision

6 1. Information and advice to inform choices Give information and advice about access to health and care services and support to help people make informed choices

7 2. Advocacy for NHS complaints Independent advocacy to help people make complaints about NHS services Local Authorities have to commission this service and may or may not choose their Local Healthwatch to provide it

Influence by: Gathering views and understanding the experiences of people who use services, their carers and the wider community Telling Healthwatch England about the views and experiences of people in Gloucestershire. Recommending to Healthwatch England or the Care Quality Commission the areas of concerns that they would like to be investigated.

9 4. Involvement in decisions Promoting and supporting people to be involved in the decisions about local health and care provision. Making people’s views known to organisations which commission or deliver these services and recommend how they could be improved. A member of the Health and Wellbeing Board

14 Draft Principles proposed & discussed HealthWatch Gloucestershire will: 1. Be inclusive – anyone can have their say 2. Provide an excellent signposting service for people 3. Be the voice of people 4. Ensure quality of service “These are services not principles”

15 LINk members suggested some more principles…. Accountable to the people of Gloucestershire. Compliance with Gloucestershire Compact. Apolitical Openness Transparent Build on the LINk legacy Has teeth and real power. Have less bureaucracy.

16 LINk members suggestions about how to recognise whether HealthWatch Gloucestershire works to these principles ? Knowledgeable, cost effective organisation, county- wide Effective communication & publicity Being accountable & independent Quality Monitoring arrangements that include service users Integration Fostering constructive relationships By reaching those who are seldom heard

17 Consultation – what did we do ? 1. Events held in the 6 districts across the County 2. Discussions with Gloucestershire LINk members 3. Independent focus-group workshops 4. Public opinion survey - online, on paper and in easy read 5. Awareness sessions run at 4 drop-in centres for people with learning disabilities with help to fill in the survey 6. Information provided to other groups to run discussions

18 Consultation –who took part ? 1. Events held in the 6 districts across the County : 78 people from 45 separate organisations 2. Consultation meeting with Gloucestershire LINk members : 2 meetings with 55 & 24 people 3. Independent focus group workshops: 2 with engagement staff and 2 with potential customers 4. Public opinion survey - online, on paper and in easy read. 232 replies (189 private individuals, 21 VCS, 6 statutory orgs, 14 Parish/Borough/County Councillors and 2 others) 5. Information provided to other groups to run discussions 6. Awareness sessions run at 4 drop-in centres for people with learning disabilities with help to fill in the survey: 14 easy read replies

19 So what did we hear at the District meetings ? Must use plain english & no jargon Demonstrate that its made a difference It must be inclusive – everyone must have access It must have real teeth Everyone knows what Healthwatch is Recognise & use the networks in the county It must be visibly independent

20 Headlines from the Consultation People want Local Healthwatch to: Make a difference Demonstrate success Be visible and well-known Be knowledgeable Have strong influence amongst health and care professionals Be inclusive and accessible to everyone Be good at communicating and engaging people Be independent and accountable Be good value for money

21 And how do they want it done ? Use and build on existing networks in the county where they are fit for purpose Have the right skills, knowledge and experience Have a website and one telephone number Help people in one call as much as possible Have face to face support for those who really need it Give feedback to the people who use its services

22 Concerns expressed: The name “Healthwatch” doesn’t suggest it includes social care or advocacy How independent can Healthwatch be if it is commissioned by the Local Authority ? The loss of volunteers with the transition from LINk to Local Healthwatch Accessibility of its services particularly for those not on-line Functions are about processes – there needs to be an aim about the outcomes it will deliver

23 How will we use this consultation ? To tell people what we heard To help design of the new service To help the Equality Impact Assessment To help measure success To share with you and other interested organisations
