4 Waste and Minerals Core Strategy ‘Preferred Strategy’ - Purpose Strategic approach to how and where where waste should be managed and minerals produced in East Sussex and Brighton & Hove Provides planning policy framework Plan to 2026 Core Strategy will replace most of Waste Local Plan and Minerals Local Plan Core Strategy should involve ‘difficult decisions’ Subsequent Sites Allocations Documents

6 Legal requirements 1. Has been prepared in accordance with the Local Development Scheme and in compliance with the Statement of Community Involvement and the Regulations; 2. has been subject to sustainability appraisal; 3. has regard to national policy; 4. conforms generally to the Regional Spatial Strategy; and 5. has regard to any sustainable community strategy for its area.

7 Tests of soundness To be “sound” a core strategy should be JUSTIFIED, “Justified” means that the document must be: –founded on a robust and credible evidence base –the most appropriate strategy when considered against the reasonable alternatives EFFECTIVE “Effective” means that the document must be: –Deliverable –Flexible –able to be monitored and consistent with NATIONAL POLICY.

Management of ‘residual waste’ Landfill – controlled filling of void, usually restoration of mineral excavation e.g. Beddingham LF Landraise – raising existing land levels by deposit of waste usually greenfield.Landform should enhance the area Waste tipped and compacted in cells Engineered – liner & LFG extraction See Information Paper 5
