1 AIRCRAFT ENGINE EMISSIONS The results of CAEP/5 by Gerard Bekebrede

2 Committee on Aviation Environmental Protection (CAEP) ê CAEP is a Committee of ICAO’s Council ê CAEP/5 was the fifth meeting of CAEP and was held in Montreal from 8 to 17 January 2001. (The 4th meeting was held in 1998.) ê During CAEP/5 the activities of CAEP in the period 1998 - 2000 were discussed ê Recommendations were made to ICAO’s Council

3 CAEP: Terms of Reference CAEP undertakes studies approved by the Council, related to control of aircraft noise and gaseous emissions. CAEP shall take into account: certification schemes: technical feasibility, economic reasonableness and environmental benefit to be achieved; developments in other associated fields, e.g. land use planning, noise abatement operating procedures, emission control through operational practices, etc.; and progress in international and national programmes of research

4 CAEP: Workprogramme Aircraft Engine Emissions (1) assessment of advances in engine and aircraft design technology and the degree to which these could influence emission levels and fuel consumption review of existing emissions certification methodology with the view to adapting them to take into account cruise emissions parameters evaluation of the potential environmental benefits of the introduction of an improved Air Traffic Management system (CNS/ATM) identification of the best operational practices to achieve reductions in aircraft emissions (including ground support equipment, use of auxiliary power units)

5 CAEP: Workprogramme Aircraft Engine Emissions (2) identification of the best operational practices to achieve reductions in aircraft emissions (including ground support equipment, use of auxiliary power units) identification and evaluation of the potential role of market based options, including emissions charges, voluntary agreements and emission trading regimes, to limit or to reduce greenhouse gases of aviation. advise on long term technology goals

6 CAEP: 1998 - 2000 ê Activities on noise were carried out in working groups: u WG3: Emissions technical issues u WG4: Emissions operational issues u WG5: Market based options u FESG: Cost-benefit analyses ê Steering Group meetings in 1999 and 2000 ê Full CAEP meeting in January 2001

7 CAEP/5: Results on aircraft engine emissions í Recommendations of CAEP/5 included: u further development of the elements necessary for an emissions trading programme for international aviation emissions, consistent with the Kyoto protocol u additional work on voluntary mechanisms and the possible use of charges to address emissions

8 CAEP/5: Results on aircraft engine emissions (2) u including in the Global Air Navigation Plan a methodology for analysing the environmental benefits of CNS/ATM u publication of an ICAO Circular on Operational Opportunities to Minimize Fuel Use and Reduce Emissions ê CAEP adopted an action plan on emissions
