2 Current System Since 2001 MayorCity manager Elected directly by voters Hires City Manager with the consent of Council Only Mayor can initiate firing of CM Mayoral powers were granted at the expenses of Council- appointing Committee chairs, veto authority, Etc. Title is Chief Executive Officer Responsible for running the city. Has ability to hire and fire department heads

Lack of clarity in roles and responsibilities Lack of accountability Manager works for Mayor Mayor has too much power – runs the Executive branch free of accountability & controls Lacks checks and balances Council has little independent power

Mayors have best ability to lead efforts to attract employers/businesses to region - requires political leadership Mayors have best ability to lead efforts to share services/merge operations – requires political leadership

8 Overview Clarity of who is in charge, and accountability for City services. Finger-pointing and ducking responsibility for poor performance will stop; and Voters will finally know who to hold accountable for the quality of City services.
