This session will demonstrate how using esd-toolkit: gives you true insight into your local area and your customers allowing you to design your services around their needs and avoid wasting resources where they are not needed can help you develop an approach to improving inclusion in service design and empowering vulnerable communities

3 supported by sharing nationally to improve services locally a local government initiative Approximately 70-80% of local expenditure is spent on providing social protection for the most vulnerable and excluded One county council says that 53% of its entire spend is directed at only 2% of its population Clearly in the current climate LAs cannot continue to afford this level of expenditure......but....... Can we deliver savings AND stop the social gap widening? Challenges

Councils were always going to have to play their part in fixing the black hole in the nation's finances Ministers have calculated how the £29 billion of central taxpayer funding for local government grants will be allocated. Around 25% of all council revenue is raised through council tax. The amount raised by individual councils varies dependant on the nature of the area. Revenue from council tax, along with other income a council receives, determines the overall level of a council’s spending power. The more dependent a council is on formula grant funding from central government to fund their budgets the lower their spending power

Cuts by stealth or encouraging people to take an active role in their communities? Clearly we no longer have the money to provide services in the same way Are we making people redundant so they can volunteer to do the same jobs for which we can no longer afford to pay? What can we do? What is actually happening?

6 supported by sharing nationally to improve services locally a local government initiative A YouGov poll for Experian showed....... “that the Prime Minister’s calls for civic empowerment are resonating most in middle-class constituencies”. (Rural households, young professional families and the active retired living in affluent neighbourhoods tend to support policies that encourage individuals and communities to take more responsibility) The survey also rather surprisingly revealed that those living in the most wealthy areas were among those most likely to oppose the agenda. Pensioners on state benefits and low-income workers were also cynical. “The least cohesive sections of society are typically the most uninterested. Some may view the Big Society as a substitute replacement for cuts in community services.” The Times, 09 August 2010

Group M: Elderly people reliant on state support Unwilling to volunteer, don’t support Big Society, yet…… Highest fear of burglary of all Groups Very reliant on and puts strain on health services Could benefit from support with housekeeping, transportation, accessing libraries and parks Improvements in quality of life needed Group A: Residents of isolated rural communities Willing to volunteer Many are retired or work part-time and are financially secure so can afford to volunteer Likely to have more than 3 cars in their household Have an active interest in health and wellbeing See rubbish/litter as major problem so may be able to assist with clean- up patrols
