1 International Issues and Events that affect Local Governments (PWC) CE.9C

2 Key Terms: International: World wide. When more than one country is involved. International Issue: An issue that involves more than one country. Example: World War II.. Pandemic: Worldwide disease that affects thousands, possibly millions of people. Terrorism: Crimes in which people or groups of people use, or say they will use violence to get what they want from government or society.

3 Introduction Local governments (PWC) may be required to formulate, adopt, and implement public policies in response to international issues and events. Formulate– create a plan Adopt– use someone else’s plan Implement ---put the plan into action

4 Essential Question: Which international issues and events would require local government officials to act? With your FACE PARTNER, take 1 minute to come up with as many issues you can think of.

5 International Issues There are many international issues that cause the United States to act. War (direct action or indirect action) Hunger and Famine in other countries Natural disasters such as earthquakes or floods Human Rights Diseases

6 Impact of events on local decision making International issue: ▫ 1. A situation that involves more than one country ▫ 2. Requires the local government to respond 1. Public health concerns over a pandemic ▫ Decide how to respond to a disease that affects the whole world 2. Public Safety in the event of an act of terrorism ▫ Decide how to protect the people from terrorist attacks 3. Economic Development policies in response to the global economy ▫ Decide what laws to make to help improve the economy 4. Policies to protect the environment ▫ Decide how to protect animals, and the environment

7 Public Health: Health concerns in the event of a pandemic. The planning for a pandemic must be the responsibility of state and local governments to protect their citizens. Local Response to a Pandemic Flu: What can PWC do??

8 Public Safety: Safety in the event of an act of terrorism. Local response: What can PWC do?

9 Economic Development Economic development policies in response to the emerging global economy. Create jobs in the local market that can communicate and compete with job markets world wide. Technology!!!!

10 Environmental: Policies to protect the environment (Example: wildlife protection, Land preservation). What can PWC do?

11 Role Play You are the head of the Executive Branch at the County Level: County Manager. You need to come up with a response (plan of action) to one the following international issues. Your group will present to the Board of County Supervisors to try and save the town of Woodbridge

12 Scenario 1 Several Piraiba Catfish (killer fish) have been spotted in the Chesapeake Bay. These fish are normally only found in New Zealand. The fish and crab population has started to decrease in the area. This creates a shortage of seafood for our local area. As local county manager in PWC, what is your response to this issue?

13 Scenario 2 Global Terrorists just set off a bomb in Washington D.C. As a local county government manager in PWC what can you do to assist and protect citizens?

14 Scenario 3 Word coming out of Asia is that there is an outbreak of a new virus that causes dead bodies to regenerate These “zombies” are spreading across the planet quickly What will your response be in the United States and in PWC

15 Exit Ticket 1.Define pandemic. 2.List two international issues/events that local governments may affect local governments. 3.Define terrorism.
