28 Relevance of the Employment Instruments to Youth Employment  The attainment of full employment is of fundamental importance for solving the problem of youth employment.  The instruments recognize the special problems faced by young people and the need to deploy policies directed at solving them.  Access to opportunities for acquiring skills & to employment services as stipulated in some of the instruments is essential for successful entry into the labour market.  Provide guidance to member States on the main principles of employment policy, and a mechanism for monitoring performance.
