4 NOT PROTECTIVELY MARKED CHILD CONCERN A concern may be expressed about anything that affects or has the possibility of affecting the wellbeing, happiness or potential of the child. It may relate to a single event or observation, a series of events, or an attribute of the child or someone associated with them. CHILD PROTECTION Protecting a child from child abuse or neglect. Abuse or neglect need not have taken place - (Sufficient for a risk assessment to have identified a likelihood or risk of significant harm) EXCELLENCE IN COMMUNITY POLICING

5 NOT PROTECTIVELY MARKED CHILD PROTECTION A Child Protection Referral can come from Member of the Public Social Work Health Education Other Partner Agencies Police Officers (Child Concern Form) EXCELLENCE IN COMMUNITY POLICING

6 NOT PROTECTIVELY MARKED Child Concern Form Child Concern Forms are completed by any Agency, including Police, who have concerns about a child. Some Examples:- Neglect Physical or sexual or emotional abuse Living with Chaotic drug/alcohol users Parent/carer with Mental Health Issues Child is Offending or victim of crime Living with Domestic Violence or other high risk situations Child Concern Forms are collated by the child’s NAMED PERSON Pre School – Health Services Primary & Secondary School - Education CCF

7 NOT PROTECTIVELY MARKED Child Concern Form submitted to PPU Concern reviewed by PPU Inspector and/or Sergeant Information Sharing Process with Social Work. Decision made as to Child Protection? Joint Investigation Background Information Police Health Social Work Police and Social Work jointly interview child(ren). Police carry out further lines of enquiry as identified. Report outcome to PF and/or Reporter to Children’s Panel Not Child Protection – Forward CCF to Named Person CHILD CONCERN? – CHILD PROTECTION? Child Protection Plan Meeting

8 NOT PROTECTIVELY MARKED Child Protection Plan Meeting – held where concerns a child is at risk of SIGNIFICANT HARM All Professional Agencies and Parent(s) attend CPPM Circumstances of enquiry/concerns raised are shared. Decision as to whether to place Child(s) name on Highland Council Child Protection Register based on whether reasonable grounds to believe or suspect that a child has suffered or will suffer abuse or neglect, and a Child Protection Plan is needed to protect and support the child (including unborn children). The Child Protection Register has no legal status – Merely alerts practitioners that there is sufficient professional concern about a child to warrant an inter-agency Child Protection Plan.
