2 Section 1 – General Information  GOCCP is issuing this RFP to provide a Statewide Victim Services Needs Assessment, that will aid in funding decisions and to ensure that programs and services are responsive to the needs of crime victims in the State of Maryland.  Anticipated duration of services to be provided under this Contract is 6 months.  GOCCP intends to make a single award.  The Contract resulting from this solicitation shall be a firm fixed price

4 Section 1 – General Information Cont.  Proposals are to be sent to: Governor’s Office of Crime Control & Prevention 300 E. Joppa Road – Suite 1105 Towson, MD 21286 Attention: Sarah Myers  Closing Date and Time:  August 31, 2015, 3:00PM Local Time

5 Section 2 – Minimum Qualifications  There are no Offeror Minimum Qualifications for this procurement.

6 Section 3 – Scope of Work  Since 2009, GOCCP has been Maryland’s designated State Administering Agency (SAA) for the Federal Victims of Crime Act (VOCA) Grant Program.  As part of a massive increase in the FY15 VOCA funding, the State of Maryland will issue this RFP for the purpose of conducting a Statewide Victim Services Needs Assessment.  GOCCP is expecting our VOCA allocation to be approximately $36 million, a significant shift from our FY14 allocation of $8 million.

7 Section 3 – Scope of Work Cont.  The purpose of this RFP is to identify “parties” who are interested in conducting a Statewide Victim Services Needs Assessment to measure the needs of crime victims, the condition of current services, as well as current victim service providers within the State of Maryland.  The selected Contractor will ultimately conduct a Statewide Victim Services Needs Assessment which will be used to inform decisions for funding services through the VOCA Grant Program, and to ensure that the needs of crime victims are met throughout the State of Maryland and across all victim groups and populations.

8 Section 3 – Scope of Work Cont.  The Statewide Victim Services Needs Assessment, at a minimum, must examine the following:  Identify the types of services crime victims currently receive and assess the effectiveness and efficiency of such services.  Identify gaps in services, the impediments to provide services, and the characteristics that hinder more effective services.  Identify new needs related to changing demographics or populations (Human Trafficking, LGBTQ, non- English speaking populations, hospital-based violence intervention, ethnic minorities, etc.).

9 Section 3 – Scope of Work Cont.  As a result of the Statewide Victim Services Needs Assessment, GOCCP hopes to identify the following:  the type of victim services that are provided within the community and how accessible these services are;  if non-traditional service providers and community members are familiar with issues being addressed by the State;  the training needs that should occur for service providers  Review gaps in services of unmet needs in populations and geographical areas

10 Section 3 – Scope of Work Cont. Data Collection  3 primary methods for data collection to include:  interviews,  focus groups, and/or  surveys.  Must include GOCCP funded and non-funded victim service providers, as well as other stakeholders who come into contact with victims of crime

11 Section 3 – Scope of Work Cont.  The following entities, including but not limited to, must be contacted and consulted with: Maryland Department of Aging (MDOA) Maryland Children’s Alliance Maryland Coalition Against Sexual Assault (MCASA) Maryland Crime Victims Resource Center (MCVRC) Maryland Human Trafficking Task Force (MHTTF) Maryland Network Against Domestic Violence (MNADV) Maryland State's Attorney's Association (MDSAA) The Harry and Jeanette Weinberg Foundation, Inc.

12 Section 3 – Scope of Work Cont. Reporting  Interim Report  The interim report shall be due by December 31, 2015.  Interim Oral Presentation  The Contractor must perform an oral presentation within 4 weeks of submission of the interim report on the interim findings.  Final Report  The final report shall be due by March 31, 2016.  Final Oral Presentation  The Contractor must perform an oral presentation within 4 weeks of submission of the final report on the final findings.

13 Section 3 – Scope of Work Cont. Invoices  The Contractor shall submit invoices in accordance with the following schedule:  The Contractor shall submit an invoice for one-half of the total Contract fee upon submission of interim report.  The Contractor shall submit an invoice for the remainder of Contract fee upon submission of the final report and the final oral presentation.

14 Section 4 – Proposal Format  Offerors shall submit Proposals in separate volumes:  Volume I – TECHNICAL PROPOSAL  Volume II – FINANCIAL PROPOSAL  Volume I – Technical Proposal and Volume II – Financial Proposal shall be sealed separately from one another.  Each Volume shall contain an unbound original and four (4) copies.  Also requiring an electronic version of proposal.

15 Section 5 – Evaluation Committee, Evaluation Criteria and Selection Procedure  Criteria to be used to evaluate each Technical Proposal:  Offeror’s Technical Response to RFP Requirements and Work Plan  Experience and Qualifications of Proposed Staff  Offeror Qualifications and Capabilities, including proposed Subcontractors  Economic Benefit to State of Maryland

16 Section 5 – Evaluation Committee, Evaluation Criteria and Selection Procedure Cont.  Criteria to be used to evaluate each Financial Proposal:  All Qualified Offerors will be ranked from the lowest (most advantageous) to the highest (least advantageous) price based on the Total Proposal Price.

17 Section 5 – Evaluation Committee, Evaluation Criteria and Selection Procedure Cont.  Technical Proposals are evaluated for technical merit and ranked.  Financial Proposals of each Qualified Offeror will be evaluated and ranked separately from the Technical evaluation.  After a review of the Financial Proposals of Qualified Offerors, the Evaluation Committee or Procurement Officer may again conduct discussions to further evaluate the Offeror’s entire Proposal.
