2 Research at EU level Since January 2000/Lisbon Council: committed to strengthen research capacity and scientific excellence to become more competitive How: « Towards European research Area » (ERA) Research a core policy/driver for EU 2020 strategy: launching Innovation Union (IU) in October 2010 Research in support of other EU policies and necessary to address global challenges (energy; climate change; diseases; ageing) Tool for international relations: not only trade but research cooperation can open doors; markets; P2P

3 HOW Stimulate research cooperation: EU main instrument = Framework programmes (FP7) European Research Area (in 2000) Synergy with other policies: education; fiscal, internal market (IPR; Government procurement) and external relations Launched Innovation Union in October 2010 ERA open to the world Cooperation with enlargement countries: a natural priority

6 (2) European Research Area (ERA) Avoid fragmentation: design together research policy; set thematic priorities Create critical mass by pooling scientific excellence Free circulation of knowledge (5th freedom): mobility of researchers; open infrastructure; protection of IPR at EU level (community patent)

7 European Research Area/2 Quantitative and qualitative efforts More investment in research: Action plan 3% Increase public and private efforts Making research attractive: need more scientists, state of the art infrastructure; mobility of scientists Science in society/governance: decision- making based on scientific analysis / data

17 Research & enlargement Research facilitates integration into EU: - research/economic development - research/compliance with acquis - preparing for accession negotiations (EU acquis on Science and Research/chapter 25) Joint research cooperation allows for: - getting familiar with European values and decision-making - learning/knowing together and networks (ex. food safety) - increasing European scientific knowledge

18 HOW (1)Encouraging association to FP7: -Croatia, Serbia, FYROM associated since 1 January 2007 -Albania and Montenegro associated since 1 January 2008 -Bosnia & Herzegovina: associated since January 2009 -Kosovo UN 1244: can fully participate as ICPC

19 HOW/2 Advantages of association: -participation in all programmes/funding -observer in Programme Committees: getting familiar with decision-making Invited to nominate obervers in ERA governance bodies: -European Research Area Committee

20 EU acquis screening of chapter 25: − absorption capacity FP7 − administrative capacity (NCP) − integration into ERA (investment in research (3%); mobility of researchers; science in society; gender) − Contributing to Innovation Union facilitating compliance with acquis/role of JRC: − Prepare for EU technical requirements on environment − standards: public health − EU policies: agriculture and rural development
