2. In which sector the recognition service is located? How is it organized? How many employees work in this field? There is a working position responsible for recognition qualification situated in the sector of Vice-rector for teaching process. Associate for the recognition of qualifications, keeping of records diploma and university documents is that working position. The scope of this working position (related to the recognition): 1.Provide professional and administrative technical support to university bodies and to organizational units from the area of recognition of diplomas, and monitor of recognition procedure, 2.Collect the necessary documentation required to start the process of recognition of foreign higher education diplomas or recognition of relevant qualifications or periods of study, 3.Preparation of draft decisions for the council of the faculty / academy on the recognition of foreign qualifications, Strengthening of Internationalisation in B&H Higher Education

3. In which sector the recognition service is located? How is it organized? How many employees work in this field? 4.If necessary, provide professional interpretation and explanation on the meetings of Senate and faculty’s councils of the University. 4. Are the procedures of academic recognition at the level of universities and colleges? In accordance with article 127. Law on higher education of Republic of Srpska, the recognition of foreign higher education document for continuation of education performs higher education instution, in accordance with procedure prescribed by law, by-laws and the general act of the institution. Dean of organizational unit has responsibility for issuing of decision on the recognition (article 181. Statute). For the employment, the procedure of recognition of foreign higher education documetns performs Ministry of Education and Culture of Republic of Srpska. 6. Whether the regulations are available to applicants (for example published on the website of universities / faculties)? Yes, there are. Strengthening of Internationalisation in B&H Higher Education

7. Which body conducts academic recognition? The Dean issues the decision on the recognition, on the basis of decision of faculty’s Council. In most cases, dean forms commission for each course separately. That commission is consisted of vice dean for teaching process, course teacher and associate from student service. 8. Who has the right to academic recognition? All applicants who submit the correct documentation in which they demands the right to continue started education, or the right to join the level of higher education. Strengthening of Internationalisation in B&H Higher Education

9. The documentation that applicants submitted to the academic recognition? Minimum curriculum and syllabus verified by the institution for which recognition is sought, the request for recognition. Other documentation that is needed in addition may seek university/ faculty (article 175. Statute). Strengthening of Internationalisation in B&H Higher Education

10. Do you spend the academic and professional recognition? If the answer is yes if the procedures for recognizing separated? They are not separated, because we do not have professional studies. University would receive request for recognition of this type of studies, so in this procedure would be determind what and how much can be recognized. 11. What are the criteria for evaluation of qualifications and whether they are separated in order of importance? There are no defined criteria for evaluating qualifications. The Council of the organizational unit on the basis of the opinion of the individual commission makes a decision on the recognition of exams or documents. 12. Do you recognize the applicant's prior learning (non-formal / informal learning)? No, we don’t. Strengthening of Internationalisation in B&H Higher Education

13. Do you have special procedures for the recognition of cross- border education, joint degrees, refugees and displaced persons? Recognition refers to them of course, but in these cases must be sure to consult higher instances. Strengthening of Internationalisation in B&H Higher Education

14. Whether the applicants have the right to appeal in the event of a unfavorable decision on the recognition? Against the decision on the recognition the applicant may submit a complaint to the University Senate within 15 days of receipt of the decision (article 181. Statute). 15. Are the procedures for recognizing the subject of internal and external audit quality? These procedure are an integral part of the audit conducted by the education inspection that carrying on its activities at the university and faculties. These audits are quite frequent. 16. How you collect the information necessary for the evaluation of the qualifications in the procedures of academic recognition? The applicant is obligated to conscientiously provide all appropriate information (Article 175 of the Statute). The applicant shall provide the initial documentation in the form of curriculum, syllabus subjects passed. The University may request additional relevant information from foreign institution for which the applicant asks fo continuation of education and and recognition of diploma. The University may request additional information from the authorities in BiH, RS and FBiH, or cantonal authorities on matters of recognition (Article 176 of the Statue). 17. Are the procedures for the recognition use the services of the ENIC / NARIC network? If so to what extent? Article 179 - University recognition office has to work closely with the ENIC offices, and other bodies at the international level when it needs more information about foreign educational programs, structures and institutions. Article 176 - The University may request additional information from the authorities in BiH, RS and FBiH, or cantonal authorities on matters of recognition. 18. Article 128 of the Law on Higher Education (1) Recognition procedure is not carried out: - when a public document issued in the territory of former Yugoslavia until April 6, 1992, - for public documents and the documents referred to in Art. 4 and 5 of the Agreement on mutual recognition of documents in education and regulating the status issues of students, obtained at accredited higher education institutions in the Republic of Serbia. (2) Public document referred to in paragraph 1 of this Article shall have the same legal effect as a public document issued in the territory of the Republic of Srpska.
