3 ADRCs – Off to a Good Start First pilots opened 3 years ago – 22% of U.S. population now have access to ADRC $39.8 million Federal contributions through FY2006 To date over $36 million in state contributions (not including grant match)

4 Planning for Sustainability Mississippi  Legislator initiated meeting  Medicaid, State Disability Agencies, State Aging, Assisted Living, Nursing Homes South Carolina  Statewide conference called by Lt. Governor  State Disability Agencies, State Aging, Assisted Living, Nursing Homes, AAAs, CILs, Connecticut  Statewide meeting jointly convened by sponsored by Aging, Rehabilitation and Medicaid  AAAs, CILs, Nursing Homes, Assisted Living

5 Building on Existing Infrastructure Maximizing the use of existing programs rather than creating new ones…. Aging and Disability I&R/A SHIP Other aging and disability network providers

6 Performance Outcomes > Consumer satisfaction > use of HCBS < nursing home use Top 3 “rebalancing” states (WA, OR, ME) all have pre- admission screening thru SEP Eight pilot sites in 15 states reported 10% increase in HCBS usage

7 Leveraging Other Grant Funding Systems Transformation/RCSC 18 ADRCs will be involved in state MFP implementation 20 grantees reporting a total of nearly $10 million in private grants/donations

8 Recognizing the Value of ADRCs Over half of the ADRC states have:  Passed legislation!  Developed executive guidance!  Contributed state funds to enhance and expand the ADRC/single entry point systems! Wisconsin paves the way…

9 State Action in Support of ADRCs Florida  $3 million appropriated in 2007-07 for ARCs  Plans for statewide coverage by end of 2008 Georgia  $700,000 appropriated in 2007 for ADRCs Guam  $1 million received from Governor’s office Hawaii  $530,000 appropriated for 2007 - 2009 Indiana  Governor’s 2005 Agenda included ADRCs  $500,000 appropriated in 2007 for ADRCs

10 State Action in Support of ADRCs Kentucky  $950,000 appropriated in 2007 for ADRCs Michigan  $11 million appropriated in 2006- 07  Governor’s FY 2008 budget includes $14 to support ADRCs statewide New Hampshire  $2.5 million appropriated in 2004 – 2006 for ADRCs New York  state appropriated $6 million in 2007-2008 to develop single entry points (based on CMS/AoA ADRC model).

11 Expanding to New Pilot Sites Alaska: added 3 new sites/15 counties Georgia: 3 new sites/11 counties Illinois: 12 new counties Indiana: 2 new sites/18 counties Kentucky: statewide by 2009 Louisiana: 2 new sites/17 parishes) Maine: 2 new sites/8 counties) Maryland: 4 new county sites planned Minnesota: 1 new county Massachusetts: 1 new site/2 counties Montana: 2 new sites/11 counties New Hampshire: statewide Pennsylvania: 2 new counties Rhode Island: statewide South Carolina: 4 new sites/19 counties Virginia: 3 new sites/24 counties West Virginia: 5 new counties Wisconsin: 8 new sites/13 counties
