Colorado Standards and Assessments The Standards-Based Teaching/Learning Cycle

Colorado Standards and Assessments Table Discussion What do you see as the key transformative elements of the Colorado Academic and English Language Proficiency Standards? What elements have resonated most with your staff, school, or district?

Colorado Standards and Assessments Colorado’s Standards: Keys to Transformation Designed with the End in Mind Backward design P-13 vertical progression Require Application of Knowledge 21 st century skills Application and transfer Fewer Expectations with Greater Depth Concepts and Skills Ending the “culture of coverage” Focus on “All students, All standards”

Colorado Standards and Assessments Colorado English Language Proficiency Standards A framework for language development and a bridge to the Colorado Academic Standards’ concepts and skills

Colorado Standards and Assessments Extended Evidence Outcomes Alternate Achievement Standards for Students with Significant Cognitive Disabilities For students under section 602(3) of the Individuals with Disabilities Education Act with the most significant cognitive disabilities  For students who take an alternate assessment  States may define alternate academic achievement standards, provided those standards  Are aligned with the State's academic content standards;  Promote access to the general curriculum; and  Reflect professional judgment of the highest achievement standards possible. In tested content areas

Colorado Standards and Assessments 16 STANDARDS TEMPLATE Content Area: NAME OF CONTENT AREA Standard: The topical organization of an academic content area. Prepared Graduates:  The P-12 concepts and skills that all students leaving the Colorado education system must have to ensure success in a postsecondary and workforce setting. High School and Grade Level Expectations Concepts and skills students master: Grade Level Expectation: High Schools: The articulation of the concepts and skills of a standard that indicates a student is making progress toward being a prepared graduate. Grade Level Expectations: The articulation, at each grade level, the concepts and skills of a standard that indicates a student is making progress toward being ready for high school. What do students need to know? Evidence Outcomes21 st Century Skills and Readiness Competencies Students can: Evidence outcomes are the indication that a student is meeting an expectation at the mastery level. How do we know that a student can do it? Inquiry Questions: Sample questions intended to promote deeper thinking, reflection and refined understandings precisely related to the grade level expectation. Relevance and Application: Examples of how the grade level expectation is applied at home, on the job or in a real-world, relevant context. Nature of the Discipline: The characteristics and viewpoint one keeps as a result of mastering the grade level expectation Extended Evidence OutcomesExtended Readiness Competencies Evidence outcomes for students with significant cognitive disabilities directly aligned to Grade Level Expectations Content Based Access Skills: Skills needed for student with significant cognitive disabilities to access the standards

Colorado Standards and Assessments Table Discussion How do you see the Colorado Academic Standards, Colorado English Language Proficiency Standards and Extended Evidence Outcomes working together to meet the needs of all learners?

Evidence is the support needed to prove a claim. Fourth graders are supporting claims with evidence by relying on reputable information, such as text references, observations, data, and use of strategic tools. This work is a foundation for later work on creating reasoned arguments through the use of logic and critical thinking skills. Claims and Evidence A claim is an assertion without proof or evidence. 26 Colorado Standards and Assessments In science, claims and evidence refer to the systematic practice of drawing conclusions based on data, in contrast to the practice of choosing data to fit a particular conclusion. All claims in science must be supported by evidence from research. In fourth grade, students learn to evaluate evidence for its completeness and validity and how to draw valid conclusions based on that evidence. Science Claims and Evidence

Colorado Standards and Assessments A New Colorado Assessment System Attributes adopted December 2010 by both the Colorado Commission on Higher Education and the Colorado State Board of Education

Colorado Standards and Assessments Vision The new Colorado Assessment System is designed:  To be relevant to the student at every grade;  To be instructionally relevant; and  To quantify a student’s progression toward Postsecondary and Workforce Readiness (PWR).

Colorado Standards and Assessments Newly adopted feedback system: Formative Interim Summative Colorado Alternate Assessment (CoAlt) Nationally-recognized college admissions assessment (11 th grade) English Language Proficiency School Readiness Individual Career and Academic Plan (ICAP) Dashboard

Colorado Standards and Assessments Formative Assessment Practice CDE will support districts in providing on-going professional development activities in the use of these practices and interpretation of these results. Support should include differentiated approaches based on local needs: collaboratively developing learning progressions, models/exemplars, and videos as resources allow. models CDE will support the creation of district or regional consortia to promote professional dialogue on assessment throughout the state as resources allow.

Colorado Standards and Assessments Interim Assessment Interim assessment are: Used to evaluate students’ knowledge and skills relative to a specific set of academic goals, typically within a time frame Designed to inform decisions at both the classroom and beyond the classroom level, such as the school or district level. 1.Districts will determine timing, frequency, and design/selection of interim assessments. 2.CDE will offer exemplary, voluntary interim assessment tools aligned to the state-tested subjects with the goal of providing interim assessments aligned to all standards as resources allow. 3.CDE will provide a vetting process and rubrics to assist district in purchasing or designing rigorous and standards-focused interim assessments for all grades and all content areas as resources allow.

Colorado Standards and Assessments Summative Assessments What’s new? Grades 3-11 Social Studies will be tested once in elementary, middle and high school Personal Financial Literacy standards

Colorado Standards and Assessments Summative Assessment Transition Timeline Spring 2011CSAP as usual Spring 2012Transitional Colorado Assessment Program (TCAP) administered Spring 2013TCAP administered New assessment field test Spring 2014New Colorado assessment administered

Colorado Standards and Assessments How is the TCAP similar to CSAP? Math, reading, and writing will be assessed in 3 rd -10 th grades Science will be assessed in 5 th, 8 th, and 10 th grades No grade level shifts in content knowledge Use of same test blueprint Application of Colorado Growth Model and accountability ratings continues TCAP

Colorado Standards and Assessments How is the TCAP different from CSAP? Assessment of new Colorado Academic Standards which are common to the old Colorado Model Content Standards, where possible CDE will release a description of content eligible for inclusion on TCAP TCAP

Colorado Standards and Assessments TCAP does not test…. Personal financial literacy Social studies 11 th grade New grade level shifts in content Learning skills (invention, information literacy, etc.) These aspects will be assessed with the new assessment in 2014.

Colorado Standards and Assessments Discussion Questions Where is your school/district in relation to the transition timeline? Where are leverage points for collaboration across districts? What other supports would be helpful in the transition?

Colorado Standards and Assessments Day One: Reform Area Session Note Catcher Standards and Assessments How do the Colorado Academic Standards, Colorado English Language Proficiency Standards and evidence outcomes work together to ensure Post-Secondary and Workforce Readiness (PWR) for Colorado students? Key features of Colorado’s assessment system: Connections shared in this session that can be integrated into the Connections Worksheet: Our next steps in implementing standards and assessments:
