3  Consistent from town to town – follows VT GIS Parcel Data Standard  Includes SPAN number to allow easy join to Grand List data  Current – updated every year or two  Hosted and Made available to state entities and the public by VCGI

4 Wolcott and Elmore received grant money through VCGI from the Northern Borders Regional Commission to create consistent, current parcel data that contains the SPAN. This allows the joining of parcel boundary and Grand List data. Example of Joining Parcel and Grand List Data

5 Working Group has been meeting for 2 years Return on Investment Study : Done – shows return of $6M-$12M over 5 years, cost of ~$2M over 5 years Parcel Lifecycle Report : Breaks down costs ▪ Phase One - Cost to Create Statewide Parcel Data ▪ ~$1.7 Million (spread over 3 years?) ▪ Phase Two - Annual Data Maintenance Cost (2 possible models) ▪ Shared Responsibility Approximately $214,000/year ▪ State Responsibility Approximately $154,000/year

6 Phase One – Create Statewide Parcel Data  Competitive grant program to parcel mapping companies Phase Two – Ongoing Data Maintenance Program  State Responsibility  State employee collects parcel boundary changes and edits state database  Shared Responsibility  Funding to towns to hire mapping consultant  RPC could manage for some towns

7  VTrans has tentatively approved funding 80% of Phase One of this project (Creation of Statewide Parcel Data, ) ~$ 1.36M ▪ Agency Partners need to pull together the other 20% ~ $340,000 ($113,000/year for 3 years)  Parcel Data Maintenance Model needs to be chosen, funding determined ($160,000 - $220,000 per year).
