3 3 Introduction : -SASO gives it’s interesting in issuing a national standard for steel bars. -the second standard was issued by SASO it was about the steel bars, SASO 2:1979 "steel Bars for concrete reinforcement". -The standard was updating at 1992 by technical committee. -SASO has adopted a number of other foreign steel reinforcement standards such as ASTM standards ASTM A706,ASTM A615 -SASO has adopted a number of international references such as ISO 6935-1,ISO 6935-2, ISO 6935-3. -SASO noticed recently directed a number of national factories to manufacture according to standards other than SASO standard such as the ASTM 615 and British standards for consulting offices and large companies which Requests that and it use large amounts of it in their projects.

4 SASO received many inquiries: * What is the mandatory standard for steel bars ? * When you receive a consignment of steel bars and confirmed to the ASTM and international standards, is it allowed to enter the Kingdom of Saudi Arabia ? * Why is there more than one standard? * Complains about standard of steel bars ? 4

5 SASO efforts in cooperation with the Ministry of Commerce and Industry 1- SASO made workshop on 21-22 September 2014 about standards and operations of reinforcing steel manufacturing, and it’s resulted in the recommendation to adopt the ASTM standards ASTM A706, ASTM A615 with the development of the necessary adjustments to be meet the national requirements. 2- The inspection of a number of national factories : SASO participated in collaboration with the Ministry of Commerce and Industry to inspect a number of national factories to check the extent of their commitment to the Saudi standard and have been shut down some of it for failing to achieve any of the approved standards, and damaging their products which are not conforming to the approved standards, till they can carry out corrective actions and to provide a system monitors the quality of their production process. 3- Conducting a survey on local markets : SASO participated in collaboration with the Ministry of Commerce and Industry conducted a survey on local markets and withdrawal samples for reinforcing steel to check their conformity to the Saudi standard specifications related to the product. 4- The most prominent irregularities that have been observed : Failure to achieve the minimum yield stress, shortage of diameters, shortage of longitudinal meter weight, failure to achieve the dimensions of the ribs, failure in tensile increase carbon ratio and C eq test, failed to test the bending and re-bending, failure in the virtual screening. 5

6 SASO technical committee of Steel Products According to the mechanism of action of system technical committees to prepare Saudi standards and technical regulations : members are: * Academy bodies * Industrial bodies * Government bodies * SASO 6

7 Some key findings in the technical committee SASO added national deviation which is required to adopt ASTM standards and modification annex to SASO ASTM A706, SASO ASTM A615, such as the use of international units and add some sizes that are not available the ASTM standards. * Agreeing on the debate about carbon content to have no limit for it as per SASO ASTM A615 7

21 21 2- SASO ASTM A653/A653M+A1-15 : Zinc-coated a. Table 1 : Coating designation G01 (Z001).. No established minimum requirements Amendment : Modified to Coating designation G20 (Z60).. Defined minimum coating. Justifications: For safety and consumer protection. b. Clause 5.2.4 Amendment : Clause 5.2.4 changed to: SASO/ASTM designation number and year of issue. Justifications : consumer protection.

22 22 c. Added clause No. 11 : 11. Packing and package marking i.Forming the clause of packaging and marking ( tag ) to suit the final product and to include explanatory data card, Saudi standard number, the grade..etc All information shall be in Arabic or in both Arabic & English. ii.Forming the clause of packaging and marking ( product ) to suit the final product shall be marking : Zinc Coating Mass, Sheet Nominal thickness, SASO ASTM standard, Manufacturer name, Country of Manufacturing. Justifications : consumer protection. d. Changed the number of Old Clause 11 (KEY WORDS) to Clause 12

23 23 3- SASO ASTM A755/A755M-A1-15 : Metallic coated and pre-painted for Exterior Exposed Building Products a.Clause 4.1.6 in minimum recommended coating is G90 ( Z275 ). Amendment: The mandatory Minimum Zinc coating for Galvanized substrate shall be G30/Z90 (90gsm). Justifications: For safety and consumer protection. b. Clause 5.2.2 changed to: SASO/ASTM designation number and year of issue c. New Clause 7.6 Added : Lead in the organic coating: The percentage of lead in the entire primer/topcoat/wash coat system shall not exceed 0.009% (90 parts per million) by weight in the non-volatile portion of the entire dried paint film system. The suggested test methods are ASTM F 2853 or ASTM E1613. Justifications: For safety.

Add clause No. 8 : i.Forming the clause of packaging and marking ( tag ) to suit the final product and to include explanatory data card, Saudi standard number, the grade..etc All information shall be in Arabic or in both Arabic & English. ii.Forming the clause of packaging and marking ( product ) to suit the final product shall be marking : Zinc Coating Mass, Paint Film thickness (Top coat + Bottom coat), Sheet Nominal thickness, SASO-ASTM standard number, Manufacturer name, Country of Manufacturing Justifications: consumer protection.
