The Community Conservation Assistance Program (CCAP) Program Established The Program shall be implemented and supervised by the Soil and Water Conservation Commission of the Department of Agriculture and Consumer Services. This law enabled local Soil and Water Conservation Districts to administer the program. CCAP is a voluntary, incentive-based program designed to improve water quality through the installation of stormwater best management practices (BMPs) in residential and commercial areas that have been developed for three years or more. Program Purpose 1)Voluntary cost share and cost share incentive payments for urban landowners of 75%, 17 Best Management Practices 2)Technical assistance and administrative assistance (including engineering services) to be provided to local Districts 3)Statewide or local education and outreach activities. NC General Statutes- Chapter 106 Article 73

4. NPDES Program Requirements 40 CFR 122.34(b)(1 to 6) National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. 1) Public education and outreach on stormwater impacts. “(ii) Guidance: You may use stormwater educational materials provided by your State,…” 2) Public involvement/participation. 3) Illicit discharge detection and elimination. 4) Construction site stormwater runoff control. 5) Post-construction stormwater management in new development and redevelopment. 6) Pollution prevention/good housekeeping for municipal operations. 5. Since 2008 the District has completed 106 cost-share contracts (153 BMPs) for a total of $273,594 (75% cost share to landowners). The District staff have designed, contracted, installed and have been monitoring and reporting on the BMP’s as required by NC statutory requirements. BMP’s successfully completed include: 54 Rain Gardens 53 Cisterns (ranging from 300 gallon to 10,000 gallon) 7 Critical Area Plantings 6 Impervious Surface Conversions 22 Streambank and Shoreline Protection 3 Riparian Buffer installations 5 Grassed Swales 3 Structural Stormwater Conveyance Contracts & Funds Leveraged: PY 2008- 3 contracts $ 12,226 PY 2009- 1 contracts $ 4,075 PY 2010- 7 contracts $ 11,456 PY 2011- 13 contracts $ 22,293 PY 2012- 23 contracts $ 41,643 PY 2013- 8 contracts $ 20,395 PY 2014- 11 contracts $ 38,402 PY 2015-23 contracts $ 74,937 PY 2016-17 contracts $ 59,167* *To date History of CCAP in Durham

6. Bionomic Educational Training Center (BETC, pronounced “Betsy”) Pilot on the Southern High School campus in 2012. BETC provides funding, work experience and practical math and science lessons and green infrastructure training for Southern High School students. BETC Program
