I. Background History The 14th session of WMO Regional Association II ( XIV- RA II), held in Tashkent, Uzbekistan, December 2008, adopted a resolution to establish the “Pilot Project to develop support for NMHSs in satellite data, products and training”. After XIV-RA II, the WMO Secretariat invited WMO Members to join the Pilot Project Coordinating Group. The 15th session of Regional Association II (XV-RA II) held in Doha, Qatar in December 2012: It was decided that the RA II Pilot Project to Develop Support for NMHSs in Satellite Data, Products and Training should become the RA II WIGOS Project from 2013 in light of its importance in improving dialogue between satellite providers and users in the region 2

I. Background Structure of the RA II WIGOS Project 3 Satellite Operators China, India, Japan, Korea, Russian Federation, EUMETSAT (observer) Satellite Users NMHSs (National Meteorological and Hydrological Services) publishing Newsletters sharing information through Web and Mailing List user requirement survey through online questionnaires providing information on satellite products, trainings from operators to satellite users through online Portal Site Coordinating Group Co-coordinators : JMA, KMA Satellite Imagery, Applications, Training Opportunities Information on satellite data utilization status and future plans

Background EUMETSAT (Observer) Oman Russian Federation Pakistan Kyrgyzstan Uzbekistan BahrainViet Nam Coordinating Group Co-coordinators (13 countries as of 30 November 2012) (in alphabetically clockwise order) Satellite Operators & NMHSs Space Programme Regional Office for Asia and South- West Pacific JapanRepublic of Korea Maldives WMO India China Hong Kong, China 4 Coordinating Group

II. Mission To support self-help efforts by NMHSs toward improved utilization of satellite-related information The major focus of the initiative involves facilitating the timely provision of satellite data by satellite operators to users To create synergies with the Virtual Laboratory (VL) initiative and other ongoing projects in order to maximize benefit from the project and avoid duplication of work 5

III. Accomplishments (May 2015 – April 2016) Quarterly newsletters have been issued to share recent satellite-related information on topics such as imagery data, products and training brief reports on relevant meetings, product progress reports news on Himawari-8 operation and FY-2G orbit operation introduction to a users’ conference information on preparations relating to KMA’s Geo-KOMPSAT-2A Issued; -Vol. 6/No. 2, June 2015 -Vol. 6/No. 3, October 2015 -Vol. 6/No. 4, December 2015 -Vol. 7/No. 1, March 2016 All past issues are available on the JMA website at http://www.jma.go.jp/jma/jma-eng/satellite/ra2wigosproject/ra2wigosproject- intro_en_jma.html 6 Issuance of newsletters to RA II Members

The sixth AOMSUC was held in Tokyo, Japan, from 9 to 13 November 2015 The conference was hosted and sponsored by JMA and co-sponsored by KMA, CMA, Roshydromet, AuBoM, WMO and GEO The conference involved two days of training and brought together participants from Region II and Region V Presentations given on the first day highlighted new- generation geostationary meteorological satellites such as Himawari-8 and applications for RGB satellite imagery 7 III. Accomplishments (May 2015 – April 2016) (cont.) 6th Asia/Oceania Meteorological Satellite Users’ Conference and VLab training event

The 3rd Meeting of the Coordinating Group of the WMO RA II WIGOS Project was held at JMA headquarters in Tokyo, Japan, on 14 November 2015 in conjunction with the 6th Asia/Oceania Meteorological Satellite Users’ Conference. The results of a questionnaire survey on the utilization of data from the new-generation geostationary meteorological satellites were presented. Activities relating to SCOPE-Nowcasting were also reported. Attendees at the first meeting of the SCOPE-Nowcasting Team in November 2013 established four pilot projects covering the areas of: 1)RGB composites for basic nowcasting 2)volcanic ash products 3)a combination of satellite global precipitation products (GEO + LEO) for advanced nowcasting 4)products for sand and dust forecasting The following future steps in SCOPE-Nowcasting were also highlighted: -Continuation of current pilot projects until 2016 -Ongoing team meetings via three-monthly teleconferences -Project review at IPET-SUP in February 2016 (consideration of additional pilot projects) 8 III. Accomplishments (May 2015 – April 2016) (cont.) 3rd Meeting of the Coordinating Group of the WMO Regional Association II (Asia) WIGOS Project

Two training course in 2015  “Establishment of COMS Data Analysis System in the Philippines” for managers and forecasters.  1 ~ 7 March 2015 at the NMSC : 8 managers with decision-makers are participated  31 May ~ to 13 June at the NMSC : 10 meteorologists or forecasters were joined  “Weather Forecasting for Operational Meteorologists” since 2014 with the support of Korean Official Development Assistance  7~27 June 2015 (This course will be continued by 2017)  12 meteorologists or hydrologists from 8 countries in Asia and Africa regions  Cambodia, Laos, Mongolia, Myanmar, Vietnam, Uzbekistan, Ethiopia, Qatar 9 III. Accomplishments (May 2015 – April 2016) (cont.) Organizing Inviting training courses for developing countries on NMSC/KMA

A new generation of geostationary meteorological satellites, including Himawari-8, FY-4A and GEO-KOMPSAT-2A, is scheduled to begin operation from 2015 to 2020. To utilize data from the satellites by user training and guidance on upgrading processing software/hardware, information and tools To establish close coordination between the ongoing RA II WIGOS Project to Develop Support for NMHSs in Satellite Data, Products and Training and the RA-V Task Team on Satellite Utilizationrallel with these activities The issuance of quarterly newsletters will be continued 10 IV. Future Plans Activities to support users in preparing to utilize data from new-generation geostationary meteorological satellites

KMA will host the seventh AOMSUC in Korea from 21 to 27 October 2016. A two-day (21 – 22 October) training event also planned in conjunction with the meeting will focus on the utilization of new satellite data with emphasis on analysis of convective cloud and precipitation and severe weather. The event will led by KMA, JMA, BoM and possibly CMA. http://nmsc.kma.go.kr/aomsuc7/main.jsp 11 IV. Future Plans (cont.) 7th Asia/Oceania Meteorological Satellite Users’ Conference and training event

The fourth meeting of the Coordinating Group of the RA II WIGOS Project will be held on 28 October 2016 on the occasion of the seventh AOMSUC in Korea. 12 IV. Future Plans (cont.) 4th Meeting of the Coordinating Group of the RA II WIGOS Project
