9 9 Background Following the severe flooding in 2000, CE Electric UK undertook a risk assessment of each EHV substation to understand the company’s exposure to flood risk This work identified substations that lay within the Environment Agency floodplains (1/100 and 1/200) and assessed as high, medium, low or negligible risk of flooding CE Electric established a flood policy which provides guidance on the mitigation measures e.g. permanent or temporary defences, and elevating or re-locating the substation A subsequent programme of work has been undertaken to address sites at risk in line with this policy Risk LevelFlood Level (C)Description HighC=> 600mmEqual to or higher than 600mm flood height Medium0<C<600mmUp to 600mm flood height (from the substation floor level) Low0>C>-600mmMarginal level of flooding at the substation NegligibleC=<-600mmNo impact from flood level

10 CE Electric UK Major Incident Management 10 Flood Mitigation Work Undertaken 36 high risk sites included in CE Electric UK ’s investment plans for flood defences Solutions include construction of a water proof subterranean wall around the perimeter of the site, elevating or moving the site Medium risk sites mitigated with portable flood defence barrier systems

12 CE Electric UK Major Incident Management 12 CEE UK Flood Response Specific section of the Major Incident Management Plan Direct receipt of flood warnings for the business –Supplemented by report from field staff & customers –Call taking staff trained to take appropriate action Flood Coordinators nominated to assess assets at risk Inspection teams nominated to assess site conditions and respond accordingly All site response if coordinated with other responding agencies

15 CE Electric UK Major Incident Management 15 Floods 2007 - The Mop Up Over 1,000 sub station inspections completed Detailed process maps to enable front line staff to risk assess before entering Remedial works identified and prioritised once area of work was safe

16 CE Electric UK Major Incident Management 16 Floods – 2007 The Mop Up 63 distribution sub stations replaced. Use of remote switching prior to entering. Cleaned up 141 distribution and 12 primary substations. Access restrictions in place.

17 CE Electric UK Major Incident Management 17 Floods 2007 - The Mop Up Over 37,000 properties were affected all requiring a visual inspection 4,338 properties requiring a detailed inspection 1,296 Services replaced – revised method of work to take into account of water ingress

18 CE Electric UK Major Incident Management 18 Summary Points Flooding resilience is built into our design standards Our Major Incident Response plans incorporate experience and knowledge of flooding The old saying remains true: –“water and electricity don’t mix” Therefore we will continue to need to balance the risks in any flooding event As such, it is not possible to guarantee electricity supplies and contingency plans should consider the potential for loss of electricity supply
