2 Bidder’s Conference – Responses to questions posed will be distributed within ten (10) days following the Conference to all registered, interested persons by e-mail. Written Questions – Deadline April 11, 2016, not later than 5:00 p.m. local time – Responses to all substantive and relevant questions will be compiled in writing and distributed to all registered, interested persons by e-mail no later than seven (7) calendar days prior to the proposal due date. 3 This RFP is intended to identify Bidders who can advance meaningful progress towards helping Maine people live safe, healthy, and productive lives by addressing primary drivers of chronic disease and addiction at the State, Public Health District (District) and Local geographic levels. Some efforts must be tailored to District and Local challenges, conditions and capacity while other efforts are more appropriately served through a statewide approach. This RFP seeks to leverage the work across all of these geographic levels to increase coordination, efficiencies, and a significant return on investment. Outcomes resulting from this work ultimately must contribute to measurable improvement in health indicators across all of Maine. The Department expects these outcomes to result from collaboration and partnership between public health and healthcare entities, including hospitals and primary care providers. 4 Stem the rising tide of opioid use and abuse, and decrease substance affected infants. Ensure that Maine has the lowest smoking rates in the nation. 5 Strong and routine use of data and assessment to drive decision- making and action at the District and state levels. Maximized returns on the investment of the State’s limited resources across Domains. Linkage between the State Health Plan District level programming relating to tobacco and substance abuse with the State agencies responsible for assuring the public’s health. Use of evidence-based and evidence-informed objectives and strategies. Increased collaboration between public health and health care. 7 Direct Programming Substance abuse prevention directed at Maine’s Youth and Young Adult populations with a specific focus on opioid use but also including alcohol, marijuana and prescription drugs; and Prevention of tobacco use among Maine’s Youth and Young Adult populations and secondhand smoke exposure across all populations. 8 Domain 3 requires a comprehensive effort to engage Youth in substance abuse and tobacco use prevention programming, and in positive Youth development. Domain 3: Youth Engagement and Empowerment 8Maine Center for Disease Control and Prevention

9 Domain 4 requires the provision of Mass-Reach Health Communication services relating to the statewide efforts of the comprehensive tobacco prevention and control and substance abuse prevention efforts, as well as the health communications needs for the other Domains of this RFP. 10 The Department anticipates making four (4) awards as a result of this RFP process, one (1) per each Domain. Bidders may submit proposals for one or more Domains; however, a separate Proposal and separate Letter of Intent must be submitted for each Domain.
