2. 2009-1 Background February 2009 Board adopted 2008-6: Emergency Transfer Policy for IPv4 Addresses – Policy allowed transfers to designated recipients (based on need) – Policy included a 3 year sunset from implementation – Policy allowed Board to choose when to implement Board invoked a Special Policy Action of the PDP to revise 2008-6 prior to its implementation.

3. Board Special PDP Actions Allows for a Temporary creation, modification or suspension of policy Overall Process – Board declares emergency and posts policy change to PPML – AC reviews discussion and makes recommendation with 10 days to Board – If Board proceeds, it is presented at next Public Policy Meeting

4. 2009-1 History Board invoked Emergency PDP and posted 2009-1 to PPML for discussion – Discussion was extended thru the then upcoming ARIN Public Policy Meeting Presented in San Antonio – AC revised 2009-1 based on community feedback and recommended it to the Board for adoption Board adopted 2009-1 on 28 May 2009 Implemented on 1 June 2009

5. 2009-1 Implementation Net effect of implementation of 2009-1: – Implementation of 2008-6 (needs based transfers to designated recipients) with these revisions: Specific requirement for the recipient to be within the ARIN region Removal of the 3 year policy sunset clause
