2 Initiator and goals of the project Initiator of the project – the Investment Promotion Agency of Novosibirsk region – a specialized organization for cooperation with investors and support of investment projects authorized by the Government of Novosibirsk Region. Name of the project – the involvement of foreign residents in the industrial-logistics park Goal of the project – implementation of the project involving foreign residents in the industrial-logistics park of Novosibirsk region for creation of enterprises in the field of transport and logistics centers, industrial enterprises, new technologies, reclamation industry. Industrial-Logistics Park of Novosibirsk region – a modern platform, with full infrastructural complex for development of logistic and industrial companies, subject to the integrated development according to a single master plan.

3 Novosibirsk region – largest transport hub in the eastern part of Russia Trans-Siberian railway: a railway access to Kazakhstan and countries in the Central Asia International airport “Tolmachevo”: - all existing types of aircrafts - the intersection of the aerial paths from China and Southeast Asia to Europe Automotive highways of federal and regional importance: access to Kazakhstan, Mongolia, China, Central Asian countries, European part of Russia

4 Project Description Location Novosibirsk region, Novosibirsk district: - 12 km from the Novosibirsk city - along the federal highway M-51 and the Trans-Siberian Railway - 6 km from the International airport “Tolmachevo” - on the west, ILP is adjacent to the railway station “Chik” of the West- Siberian railway A modern investment platform, advanced development of transport and engineering infrastructure, designed to provide favorable conditions for investors to implement their own investment projects, managed by a specially created management company (“ILP MC” JSC)

8 The management company of the park Services of ILP MC  Provision of the land sites for rent with the right of further purchase  Issuance of specifications for connection to infrastructure  Connection of the residents’ objects to the existing infrastructural facilities  Technical consultation on connecting to the infrastructure  Help in calculating infrastructural needs  Maintenance services Costs  Residents receive land site for rent for the construction period, with the option of further purchase  Flat rate is established for all investors:: to purchase the land site – 7.1 mln. rubles for 1 hectare to hold land under lease– 710.000 rubles per year for 1 hectare (VAT exclusive)  The price of land includes connections to the infrastructure (heat, power and gas supply, sewerage, roads and railways)

9 Conditions for the residents The price of the land sites rent (with the right of further purchase) includes at no additional charge:  electricity supply – 100 kW for every 1 ha of land  adjacency to the road: 1 adjacency for a land site smaller than 5 ha 2 adjacencies – for land site bigger than 5 hа  contiguity to the railroad tracks of uncommon use is possible for the land sites bigger than 5 hectares

10 Time required to acquire permits and to formalize the land Average time from the beginning of work with the investor to acquiring the building permit and the beginning of work on the site 6 – 7 months including Average time to acquire a lease for a land site 2 – 3 months

11 Restrictions for residents  Sanitary protection zone for enterprises of Class I and II (more than 300 m) according to Sanitary rules and standards  Need for water supply and discharge is more than 500 m 3 a day for every object  The need for power generating capacity is more than 10 MW  Turnover of goods by railroad is more than 25 wagons a day  Construction is permitted with restriction on height of the buildings, and in agreement with the owner of the airport, as the park enters the surrounding area of the Airport "Tolmachevo"
