2 THIS PROJECT IS CO-FUNDED BY Current State of Affairs Public dialogue on the second phase of the Common European Asylum System (CEAS) Aim of the second phase (to be concluded until 2010): –To achieve both a higher common standard of protection and greater equality in protection across the E.U. and to ensure a higher degree of solidarity between E.U. member states Commission’s Green paper –Legislative instruments –Implementation – accompanying measures –Solidarity and burden sharing (Evaluation of the first phase in parallel)

3 THIS PROJECT IS CO-FUNDED BY Common European Asylum System First Phase –Aim: To harmonise member state’s legal framework on the basis of common minimum standards ensuring fairness, efficiency and transparency –Dublin rules, Reception Conditions, Asylum procedures, qualification for international protection

4 THIS PROJECT IS CO-FUNDED BY Dublin rules External Border controls and asylum –Restrictions on access to asylum (schengen acquis- visa, carriers liability, Schengen information system, FRONTEX, regional protection e.t.c.) Member state responsible for examining an asylum application –Insufficient guarantees for non –refoulement

5 THIS PROJECT IS CO-FUNDED BY Reception Conditions Housing Sufficient financial support securing the right to live in dignity through- –Access to employment and/or –Access to welfare Health care Education Vulnerable groups

6 THIS PROJECT IS CO-FUNDED BY Implementation of reception conditions Housing –Lack of competent authority and necessary structures –Kofinou reception centre Employment –Illegitimate restrictions of access to employment –Lack of transparency Welfare benefits –Lack of information –Delays in the examination of applications and payments –Discriminatory implementation of the law –Exclusion from welfare (Kofinou, illegal employment) Health Care –Proof of earnings –Valid residence permit
